Even though the highest total you scored on any one test date was 1000, Florida College will take your highest section score from all your test dates, then combine them to form your Superscore. You can raise your composite score from 1000 to 1400 in this example.

This is important for your testing strategy. Because you can choose which tests to send in, and Florida College forms your Superscore, you can take the SAT as many times as you want, then submit only the tests that give you the highest Superscore. Your application readers will only see that one score.

Therefore, if your SAT superscore is currently below a 930, we strongly recommend that you consider prepping for the SAT and retaking it . You have a very good chance of raising your score, which will significantly boost your chances of getting in.

Even better, because of the Superscore, you can focus all your energy on a single section at a time. If your Reading score is lower than your other sections, prep only for the Reading section, then take the SAT. Then focus on Math for the next test, and so on. This will give you the highest Superscore possible.

Florida College ACT Requirements

Just like for the SAT, Florida College likely doesn't have a hard ACT cutoff, but if you score too low, your application will get tossed in the trash.

Average ACT: 23

The average ACT score at Florida College is 23. This score makes Florida College Moderately Competitive for ACT scores.

Even though Florida College likely says they have no minimum ACT requirement, if you apply with a or below, you'll have a harder time getting in, unless you have something else impressive in your application.

ACT Score Sending Policy

If you're taking the ACT as opposed to the SAT, you have a huge advantage in how you send scores, and this dramatically affects your testing strategy.

Here it is: when you send ACT scores to colleges, you have absolute control over which tests you send. You could take 10 tests, and only send your highest one. This is unlike the SAT, where many schools require you to send all your tests ever taken.

This means that you have more chances than you think to improve your ACT score. To try to aim for the school's ACT requirement of and above, you should try to take the ACT as many times as you can. When you have the final score that you're happy with, you can then send only that score to all your schools.

ACT Superscore Policy

By and large, most colleges do not superscore the ACT. (Superscore means that the school takes your best section scores from all the test dates you submit, and then combines them into the best possible composite score). Thus, most schools will just take your highest ACT score from a single sitting.

We weren't able to find the school's exact ACT policy, which most likely means that it does not Superscore. Regardless, you can choose your single best ACT score to send in to Florida College, so you should prep until you reach our recommended target ACT score of .

SAT/ACT Writing Section Requirements

Currently, only the ACT has an optional essay section that all students can take. The SAT used to also have an optional Essay section, but since June 2021, this has been discontinued unless you are taking the test as part of school-day testing in a few states. Because of this, no school requires the SAT Essay or ACT Writing section, but some schools do recommend certain students submit their results if they have them.

Florida College considers the SAT Essay/ACT Writing section optional and may not include it as part of their admissions consideration. You don't need to worry too much about Writing for this school, but other schools you're applying to may require it.

Final Admissions Verdict

Because this school is lightly selective, you have a great shot at getting in, as long as you don't fall well below average . Aim for a 930 SAT or a ACT or higher, and you'll almost certainly get an offer of admission. As long as you meet the rest of the application requirements below, you'll be a shoo-in.

Colleges Without Supplemental Essays 2021-2022

We recommend that most students apply to 8-12 colleges —typically at least two safeties, four targets, and two reaches. This strategy boosts a student’s odds of getting into multiple schools, increases their options, and even offers leverage to negotiate for more financial aid. 

Unfortunately, applying to this many schools is time-intensive, especially considering that many schools require supplemental essays as part of their application. Applying to 10 colleges could mean that you need to write 10-20 extra essays! Luckily, there are many schools that don’t have any extra essays beyond the Common App essay or personal statement, if you’re looking for schools to balance out your list without the additional writing.

Below is a list of 45 liberal arts colleges and universities without essay supplements. The list isn’t comprehensive, but it covers a spectrum of schools of varied selectivity. The list does not include any schools with optional essays, which are something we always encourage applicants to complete.

Should you only apply to schools with no supplement.

Applying only to schools with no supplement would limit your options severely, so we don’t recommend it. That said, supplements can serve as a litmus test for how much you care about a particular college. If you’re really excited to attend a particular college, you’re more likely not to mind extra application work (after all, it’s a chance to show a college why they should accept you). Conversely, if you’re turned off by writing a supplemental essay, it could indicate that you’re not as excited about a school as you thought you were.

Some essay prompts also give you insight into the personality of a college. For example, the University of Chicago is known for its quirky essay prompts—the 2021-2022 supplement has applicants explore ideas like What if the moon were made of cheese? and What’s so easy about pie? If UChicago’s unorthodox essay prompts make you cringe, it’s a possible sign that the school’s culture isn’t right for you. If they excite and inspire you, you could be a perfect fit.

Overall, a college’s essay requirements should not be a major deciding factor as to whether or not you apply to a school (unless you’re truly short on time). What’s most important is whether or not you will fit with the school academically and socially . Consider things like:

  • Do you match the stats for admitted students? 
  • Does the school offer strong programs in your areas of interest?

So, since you don’t have to write essays, how exactly do you convince admissions officers that you’re a strong applicant? You must take advantage of the following components:

  • Personal Statement - The personal statement is a common essay that goes to all of the colleges you apply to within one application system—and colleges that don’t require supplemental essays are no exception to this rule. The most common of these are the Common App personal statement prompts. You only have to write about one of the prompts provided by the Common App. The word limit is 650 words, which is a scant number to narrate a powerful story without leaving out too many important details. At the end of the day, you can write about anything, as long as it tells a story unique to you.
  • Activities List - When it comes to building a strong extracurricular activities list, it’s important to prioritize your passions, career interests, and ways to establish yourself as a leader. Prestigious colleges want to see tangible achievements and commitment towards activities you enjoy. And if you see a gap in the activities at your school, or find an opportunity to involve a greater community, don’t be afraid to start your own initiative! Once you’ve built your extracurricular profile, make sure you take advantage of the Common App activities list and describe what you did in order of impressiveness.
  • Letters of Recommendation - A college recommendation letter is a note from someone who knows you well in an academic or professional setting, highlighting your best qualities and why they recommend you for a position or institution you’re applying for. For most cases, colleges require letters of recommendation from two teachers, one from your guidance counselor, and provide the option of one additional recommendation that could come from a coach or club advisor. They should be written by teachers who know you the best.

Tips for students applying to no essay scholarships

Look for competitions rather than randomized drawings.

No essay scholarships are alluring because they do away with the pressure that comes with writing an essay for your application. Between your other academic responsibilities, extracurriculars, and other commitments, these essays can present a big roadblock for applicants.

However, you should bear in mind that you are not the only student with this idea. Many applicants are attracted to opportunities that are easy to apply to, and since many no essay scholarships are essentially scholarship sweepstakes, that means you have a very low chance of actually winning.

This is not to say that you should not apply to these opportunities, but that you should seek out scholarship opportunities that assess some materials submitted by applicants. Whether this is a video submission, a portfolio, or a photograph you took, it can help your chances greatly.

Be wary of scholarship scams

No essay scholarships are very popular with students because they typically don’t take much time to apply to. Unfortunately, this makes them all the more popular with scammers.

It was 2020, during the early days of the pandemic. With hopes of earning a degree in public health, Karly Hudson applied for more than 100 scholarships. Some required 1,000 to 2,000-word essay responses to even be considered.

She never heard back from any of them.

"You pour your heart out for this essay to hope to get a thousand-dollar scholarship, and you're just ghosted," she said.

It's not unusual. While a university may offer scholarships, students often need to be accepted before they can be considered. Scholarships from outside sources often require essay responses and may get hundreds to thousands of applicants, generally with no real response ever sent to those not chosen to receive funds.

These opportunities outside of a college or university can be hugely helpful, said James Almasi, Florida Tech’s director of financial aid. But they can also be extremely time-consuming.

"They take a lot of work," Almasi said. "It's sort of like a part-time job, applying for these things."

So what are some of the ways students can try for scholarships?

That depends on many factors.

Many chosen based on merit, though other factors considered

Hudson, a Melbourne resident, considers herself lucky: Though she didn't get scholarships from the numerous places she applied, University of South Florida, now her alma mater, awarded her a scholarship.

It was a scholarship based on merit, meaning the school took Hudson's high school grade-point average, SAT scores and other factors into consideration before awarding her a certain amount of money.

It's not an unusual kind of scholarship to get. Students looking into the Space Coast's various local postsecondary education opportunities — whether that be at a private institution like Florida Tech, or a two-year college like Eastern Florida State College, or University of Central Florida — have opportunities to earn scholarships based on their grades and testing scores.

Most students accepted at Florida Tech qualify for a partial scholarship, Almasi said. That amount may vary based on their SAT or ACT scores, as well as their high school GPAs.

"If you're admitted, you'll tend to get something," he said. "The better performer you are, the more you will get."

The true is same for both UCF and Eastern Florida State College students.

And those aren't the only types of scholarships available. The Eastern Florida State College Foundation, a not-for-profit corporation that helps provide financial support for EFSC students, also offers other types of scholarships, working with sponsors and donors to lay out the parameters of each kind of scholarship. While some may be awarded based on test scores, others are given out based on need, degree programs or to first-generation students.

"Donors get to select the criteria and the name of their scholarship," said Tonya Cherry, executive director of the foundation. She added that donors do not select the recipients of scholarships.

"We have a few scholarships that want the average student — the 2.0, the 3.0 — to get the scholarships because they feel like they are the ones that really need it," she said.

The likelihood of receiving a scholarship at any of these schools — and the amount awarded — is highly dependent on how many students apply.

"The competitiveness of scholarships is dependent on a variety of factors including the funding source; the funding amount; the scholarship requirements; and the applicant pool," said Karemah Campbell Manselle, interim director of UCF's office of student financial assistance.

In-state vs. out-of-state tuition struggles

In addition to the scholarship from USF, Hudson also received a partial scholarship from Bright Futures, a program through the state department of education and Florida Lottery that provides funds for eligible students seeking a postsecondary education.

The website boasts that the program has helped more than 950,000 students receive a postsecondary education and provides multiple opportunities for students looking to apply for scholarships: the Florida Academic Scholarship, Florida Medallion Scholarship, Gold Seal Cape Scholarship and Gold Seal Vocational Scholarship. All by the GSC scholarship require a certain GPA and a minimum ACT or SAT score, as well as additional criteria like a certain number of service hours or paid work hours.

While many top-achieving Floridians qualify for Bright Futures, the funds can only go toward in-state schools. Figuring out funding for out-of-state schools can be a challenge.

That's what the Cenker family of Rockledge discovered when Gabe Cenker, now a junior at the University of Oklahoma, graduated from high school in May 2021. Cenker hopes to work in radar/meteorology. His career goals played a big role in his college choice — and in the price tag that came with it.

While he was offered free ride scholarships at Florida State and Embry Riddle, their meteorology programs didn't appeal as much as OU’s, which has a top-flight weather center research facility and is located in the center of "Tornado Alley," said mom Jennifer Cenker.

“We’re not well off, but we do have it slightly better than some others,” Cenker said. “But we are struggling with paying Gabe’s out of state tuition, and have not found many scholarships for families in the upper lower-class or lower middle-class range.”

Outside scholarships, grants supplement university scholarships

Grants are also a way students can access funding. While Florida Tech's current scholarships are merit-based, they'll offer students a chance to receive the Brevard Boundless Opportunity Grant in the fall of 2024. It's a way to make the university more accessible to local students, Almasi said, with eligible students owing the university no money for tuition and fees.

To be eligible, a student must live in Brevard, complete the FAFSA and be federal Pell Grant-eligible, qualify for the Florida Academic Scholarship or the Florida Medallion Scholarship through Bright Futures and apply and be admitted to Florida Tech by May 1.

There are also scholarships awarded to individuals of certain races, gender identities or other marginalized experiences.

Hudson is currently attending Cooley Law School in Tampa, where she won a scholarship through an ambassador program for diversity, equity and inclusion. It's a dream come true, and something she wouldn't be able to do if she hadn't gotten scholarships during her undergraduate schooling.

"I have no debt from undergrad," she said. "So I was like, 'Well, taking out the debt for law school isn't going to be so bad,' because I had all of my undergrad paid for."

As for Gabe Cenker, he won an Award of Excellence Scholarship from the University of Oklahoma, which pays $64,000 spread over the course of four years. Additionally, he was awarded a $1,000 scholarship just this past month in honor of Paul Samaras at the National Storm Chaser Summit.

“He probably spent half of his Christmas break filling out scholarship applications. I lost track of how many he applied to,” Cenker said. “He got word that he won that Paul Samaras one, and then got one from the OU Honors College for $2,000 to be used for his summer abroad at Oxford.”

Scholarships can help prevent life-long debt

Scholarships are one way to keep students from incurring massive debt through loans.

While President Joe Biden had canceled about $138 billion in federal student loan debt as of this month, according to the U.S. Department of Education, the total federal student loan debt still equals about $1.6 trillion.

The Cenkers “never in a million years” thought it would be so hard to find scholarship money for a young man who is in an honors program and an honors scholars fraternity and currently has a cumulative 3.81GPA. Even with his scholarships, the cost for an undergrad living on campus still comes out to about $53,000 a year. This meant his parents needed to co-sign loans for him.

It’s worth all the struggle, Jennifer Cenker said, and the search for scholarships continues.

“I can’t imagine the number of kids who are missing out because of the high costs and then not being able to earn a scholarship,” Cenker said. “So he is lucky in that we will figure out how to cover everything, even if we have to sell our home and downsize or whatever.”

For many Eastern Florida students, scholarships are the reason they can attend school, Cherry said.

"They all apply for federal financial aid, but not everybody qualifies for that, and even if they do ... tuition and books are not the only cost associated with going to college," she said, adding that many EFSC students have families and may struggle to go to school full-time. "I think that our scholarship program benefits the community at large because it empowers them to pursue their dreams ... to ensure that we are building a community that is successful."

Hudson is attending law school with no debt from her undergraduate schooling thanks to the scholarships she received. She felt comfortable taking out loans for law school because of that lack of debt, and because she believed she would receive scholarships once she enrolled.

What fees aren't covered by the ambassador program scholarship — and the merit-based scholarship she was awarded based on her class rank that covers 40% of her schooling — she'll pay back through the federal public service loan forgiveness program. The program forgives the remaining balance on a student's direct loans after they make 120 monthly payments while working in a qualifying job.

"I graduate in 2025; I'll be 24," Hudson said. "So what? (I'll be) 34, and I was a public defender for 10 years. All of my loans will be forgiven; I'm debt-free by 34."

Who Would Want to Go to a College Like This?

The moral panic about “woke” campuses has metastasized into actual legislation, and not just in the swampy idylls of Florida. Last week the governor of Alabama signed a bill that purports to limit the teaching of “divisive” topics in its colleges and universities. The bill is similar to Florida’s ban on diversity, equity and inclusion initiatives in public colleges, which was signed into law last May. Both are all-out attacks on learning by excommunicating liberal ideas from the classroom. Other state legislatures have also been busy. The Chronicle of Higher Education reports that Republican lawmakers have proposed 81 anti-D.E.I. bills across 28 states. (So far, 33 haven’t become law, and 11 have.)

Because most students attend public universities, state-level threats to higher education are especially troubling. While the federal government has outsize authority, states have more direct political reach. Republican leaders in the most reactionary states are banking that their appeals to moral panics about teaching history, race, gender and identity will attract donors and political favor. Bills already passed in Florida and Alabama are examples of shortsighted, counterintuitive legislative overreach. This political theater lifts up a caricature of college, in which coddled minds are seduced into liberal ideas. Without university leaders, politicians or voters mounting a defense of faculty governance and democratic speech, anti-woke reactionaries can remake college into the very thing they claim it is: cloistered institutions that cannot respond to what their students want and need.

It is hard to combat legislative overreach in states where gerrymandering and the structure of elections favor reactionary Republicans. But unlike in K-12 schools, in higher education, the students hold a tremendous amount of power. Public colleges and universities need students’ tuition dollars. If states become hostile to students’ values, those students could choose to go elsewhere or to forgo college altogether. That would set up a standoff between right-wing political favor and students’ dollars. But first, students would have to be paying attention. They would have to care. And they would have to be willing to choose colleges that match their values.

That is why I read with interest a recent report put out by the Lumina Foundation and Gallup on how policies and laws shape college enrollment. Part of a larger survey about students’ experiences of higher education, the report left me with one major takeaway: The national debate about so-called woke campuses does not reflect what most college students care about. It is worth looking at the report’s key findings. They underscore how unhinged our national debate over higher education has become and how misaligned Republican-led public higher education systems are with the bulk of college students. It isn’t hard to imagine that students could vote with their feet, avoiding schools in states that are out of step with their values.

The report names four reactionary changes in the national policy conversation that might shape students’ feelings about going to or being enrolled in college. First, there’s the group of bills against teaching supposedly divisive concepts, as in Alabama and Florida. Second, there’s a 2022 Supreme Court decision on concealed carry permits for firearms. Students fear that it signals how states with more restrictive gun regulations will change their campus gun policies in anticipation of legal challenges. Third, there are the sweeping changes to the availability of reproductive health care that came after the fall of Roe v. Wade . The Wild West of different abortion bans, legal challenges to Plan B and birth control will shape students’ experiences of college . Finally, there’s the Supreme Court decision in 2023 that effectively ended race-based affirmative action in admissions. States are already broadly interpreting that decision to include scholarships and programming.

If you are applying to college in 2024, you are tasked with not just choosing a major at a college where you can be happy and that may admit you at a price you can afford. You are also considering if you will be safe from gun violence, able to get medical care if you need it, qualified to use some types of financial aid and likely to encounter a liberal arts education that could improve the trajectory of your life.

I read the report closely for takeaways and what some of the fine-grained data points mean. The big context is that most students still choose colleges based on quality, cost, reputation and job prospects. Because I am interested in which of the four reactionary changes matter most (and to whom), I pulled those out of the list of all things that matter to students. Students care about — from most to least important — gun violence, “anti-woke” laws and reproductive health care. Because race-based affirmative action is measured somewhat differently from the other concerns, it is not ranked.

I lived through a campus shooting last year . As I watched college students climb calmly out of windows to escape the building, I realized this is a generation raised on constant shooting drills. That might explain why 38 percent of students who study on campus said they were worried about gun violence at their schools. Campus gun policies mattered at least somewhat to 80 percent of those surveyed. And of those who cared, students who wanted more restrictive gun policies outweighed those who preferred looser policies by five to one, according to the report.

As for those “divisive” concepts? Students want them. A majority of students who cared about those issues, the report notes, said they did not want restrictions on classroom instruction. Even more notable, students’ opinions do not align with the rabid political partisanship that dominates headlines. In a look at the students who care about this issue, some political differences might be expected. And there are some. But the good news is that they aren’t nearly as partisan as one might imagine. Even 61 percent of Republicans who cared about this issue when choosing a college preferred a state that did not restrict instruction on topics related to race and gender. That’s compared with 83 percent of Democrats and 78 percent of independents.

It is remarkable, given these data points, how little politicians and the public are talking about how afraid college students are — not of new ideas but of being shot on campus.

Fears about reproductive health ranked third among these changes; 71 percent of those surveyed said that a state’s reproductive health care policies would influence where they chose to go to college. The gender split here was a mixed bag. While many men cared about reproductive health, women were, by 18 percentage points, more likely than men to prefer states with fewer restrictions on reproductive health care. It is impossible to claim causation, but hackneyed culture wars about gender are not happening in a vacuum. They animate men’s and women’s values. The data suggests that it will be hard to recruit men (who are inclined to want more health care restrictions for women) and make female students feel cared for and safe. There may not be a way for a single college to serve both masters.

The Supreme Court affirmative action decision’s role in shaping students’ college choices is harder to parse than the other reactionary changes. People do not have a common understanding of what affirmative action means or how it works. Even so, 45 percent of those surveyed said the ruling would shape their decision of which school to attend or if they went to college at all.

While the idea of woke campuses may get attention and motivate parts of the reactionary Republican base, the report says that those partisan differences are moderate among students. “Most current and prospective students of all political parties who say these issues are important to their enrollment,” the report notes, “prefer more restrictive gun policies, less restrictive reproductive health care laws and fewer regulations” on curriculums.

Put more simply: Republicans must seem like aliens — if not dinosaurs — to the very college students they claim to be saving from hostile college campuses.

Debates about what happens on college campuses are proxies for partisan politics. They are also convenient ruses for clawing back the nominal democratization that higher education underwent during the last half of the 20th century. Those of us who see education as something more noble than a political football should care about the way partisan attacks and sensational headlines will harm real people trying to make sense of their lives.

Students go to college because they want jobs, they want to be educated or they want to be respected by others (or some combination of all three). A college or university implicitly promises them that it has the legitimacy to allow access, foster learning and confer status. The trick is that when universities play into the con game of moral panics about woke campuses, they become the thing we fear.

The loudest story about American colleges is disconnected from what college students care about. Even so, the nation’s diverse, aspirational college students are trying to make college choices that align with their political values. According to this survey, they are remarkably progressive, fair-minded and unafraid of intellectual challenge. If only our politics lived up to their values.

Trying to save money on college applications? Good news! There are actually quite a few colleges that allow you to apply for free. In this article, I'll provide some general information about application fees along with a comprehensive list of all the schools that offer free applications.

Application Fees at a Glance

Most colleges charge application fees in the $50-60 range , but they can sometimes be as high as $90 (looking at you, Stanford). Many top schools charge application fees of $75 or more.

To put this in context, suppose you are applying to five different schools. If three have $50 application fees and two have $75 application fees, you'll be spending $300 on applications alone. (And that doesn't include the cost of any ACT or SAT scores you might send as well.) That's not small change for most people, so application fees are something you might take into account in your college search process.

Fortunately, many schools, even ones that have very high application fees, offer waivers to students with financial need. In order to be eligible for a fee waiver, you will need to meet at least one of the following criteria:

  • You were provided with a fee waiver to take the SAT or ACT
  • You are enrolled in a Free or Reduced Price Lunch Program
  • Your family income falls within the Income Eligibility Guidelines set by the USDA Food and Nutrition Service
  • You're enrolled in a federal, state or local program that aids students from low-income families
  • Your family receives public assistance
  • You live in federally subsidized housing or a foster home

You can request a fee waiver form here. Once you fill out the form, your guidance counselor has to sign it, and then you should mail it to the admissions office of the college you have selected. Alternatively, if you want to avoid paying hundreds of dollars in application fees or going through the process of obtaining a fee waiver, you should consider applying to some of the schools with free applications that are listed in this article.

Making Smart Choices With Application Fees

If your dream school has a $75 application fee and you're considering not applying because of the cost, you need to consider the costs versus the long term benefits. Compared to the total cost of attending college, that fee is a drop in the bucket. Over the course of four years, if you plan on attending a private college, you'll end up paying close to $200,000 on average in total cost. Even for public schools the price tag will be close to $100,000. The fee is a very small part of the overall expenses that come along with attending college.

Don't sacrifice the opportunity to attend a school that's a perfect fit for you because of an application fee. You'll most likely end up regretting your decision later. Similarly, you should try not to choose schools that don't fit what you're looking for just because they have lower application fees. If you check out some of the no fee schools that I've listed and find that you really like them, then it's a win-win, but don't let it influence you too much if there are other fee-charging schools that you think you will really love!

Faculty and students protest Florida law that they say could keep top Chinese talent out of their grad schools

A Florida law is prompting backlash from professors, students and advocates across university campuses in the state who say the measure could keep Chinese grad students out of their schools. 

The measure, State Bill 846, restricts the state’s public universities from hiring graduate students for positions such as researchers and lab assistants, from “countries of concern,” including China, the largest contributor of international students in the state. 

While the measure went into effect last July, schools typically issue offer letters in the spring, prompting the recent protests. 

While Gov. Ron DeSantis’ has said that the legislation is part of an attempt to counter China’s “malign influence” in the state, critics say it’ll do more harm than good. From taking legal action to participating in rallies this week, students, faculty and others are calling for the measure to be reversed, arguing that the law could pose a threat to the state’s academics and impede scientific advancements and freedoms. 

“It’s discriminatory,” Chenglong Li, a professor at the University of Florida College of Pharmacy, told NBC News. “Individuals, they cannot decide where they are born. They’re only thinking of their educational opportunities. 

“I think this kind of approach actually harms national security. A lot of people are actually STEM talents. They actively come here to do research and contribute to this country,” he added.

The state Education Department declined to comment. And representatives for DeSantis did not respond to  a request for comment. But the governor announced the bill last May as part of his efforts to “combat corporate espionage and higher education subterfuge carried out by the CCP and its agents.” In addition to this education measure, he also signed a controversial law that, in part, banned some Chinese citizens from owning homes or land in the state. The land law, also implemented last July, was blocked by a U.S. appeals court in February. 

Zichen Wang, a research fellow at the Center for China and Globalization, a nongovernmental think tank in Beijing, called the university-related measure “unconstitutional,” comparing it to the Chinese Exclusion Act, which instituted a 10-year moratorium on Chinese labor immigration to the United States.

“It harms Florida as it stigmatizes individuals from China who would otherwise make significant contributions to the Sunshine State,” he said in an email. 

Under SB 846, state universities and colleges are prohibited from accepting grants or partnering with those “domiciled,” in China, Russia, Iran, North Korea, Cuba, Venezuela or Syria. The term “domicile,” criticized by many as being vague and confusing, is defined as a “physical presence in a foreign country of concern with an intent to return thereto.”  The law does not apply to student enrollment, so those who are self-funded would not be impacted. 

Exceptions to these restrictions, however, can be made with the approval from the state university Board of Governors, a 17-member organization that oversees the management of Florida’s public university institutions. And individuals in these cases need to be deemed “valuable” to students and the school, and declared not a threat “to the safety or security of the United States or its residents.” 

Two students, Zhipeng Yin and Zhen Guo, and a professor, Zhengfei Guan, filed a lawsuit  Monday, arguing that the measure codifies discrimination against those of Asian descent. The students, both of whom are from China and attend Florida International University, had been working as graduate assistants in labs for their supervising professors when they were terminated from their jobs because of the measure, according to the lawsuit. And the professor, an agricultural economist who teaches at the University of Florida, had been trying to hire a postdoctoral candidate from China. But because of a four-month delay related to SB 846, the candidate decided to go elsewhere. 

“Gov. DeSantis has argued that this law is necessary to protect Florida from the Chinese Communist Party and its activities,” said a press release on the lawsuit, backed in part by the American Civil Liberties Union of Florida. “But this misguided rationale unfairly equates Chinese students with the actions of their government, and there is no evidence of national security harm resulting from international students from China studying in Florida.”

Neither the University of Florida nor Florida International University responded to requests for comment. The state university Board of Governors declined to comment, saying it’s pending litigation. 

Other scholars and students attended a rally at the University of Florida hosted by more than two dozen organizations, including ACLU Florida, and led by the nonprofit Asian American Scholar Forum, to protest against the measure. Many said they hoped the law would be reversed eventually but are demanding transparency from the board of governors on their approval process in the meantime. 

Li, who was among those at the rally, said that many faculty members began dealing with the fallout from the law in December when assessing applications. His own department has been dealing with some of the similar struggles with hiring two Chinese applicants, as those named in the lawsuit. And the acceptance letters to the two students have yet to be sent out. He added that In his department, Chinese applicants, as well as those from Iran, make up roughly one-third of all applicants. 

“If this law persists, you can imagine, year after year, graduate talents from China or some ‘countries of concern’ will dry out,” Li said. 

Ming Fang, an associate teaching professor at FIU’s English department, who also attended the rally, said that similar frustrations plagued her university. 

“There appears to be some confusion among the faculty members about the specific procedure and criteria to follow,” she said. “For instance, the regulation excludes hiring individuals ‘domiciled’ in countries of concern but how do we define and interpret domicile? … How about applicants who are currently living in another country but originated from the countries of concern?”

Fang said that already, the faculty has been generally advised against considering candidates from those countries of concern because of the murkiness in the approval process. Additionally, Fang said that faculty members want to be mindful of applicants’ timelines.  

“It’s not just for fear of the legislation,” she said. “We don’t know how long the process will take and it’s not doing applicants a benefit. What if they have other choices that might be better for them?”

Ultimately, the legislation puts the faculty in a difficult position, placing the burden of national security in their hands, Li said. 

“These people who come here to study — it’s their personal choice. There’s nothing political here,” Li said.  “National security issues should be dealt with professionally by federal agencies.”
