What Would You Do If You Had a Million Dollars…to Give Away?

By brent esplin  •  june 4, 2016.

“I have listened to thousands of sermons on the urgent need to give.  I find myself wondering why it is that preachers never talk about how much fun it is to give….” – Jon M. Huntsman Sr.

Every few months the country catches Powerball fever.  This happens when there hasn’t been a winner for a while and the jackpot rises to several hundred million dollars.

At that point news coverage starts.  Each day without a winner leads to a higher jackpot and increased news coverage until it becomes one of the lead stories on both national and local news.  In January of 2016 the jackpot hit a record $1.586 billion before it was split by three “lucky” winners.

During these periods of Powerball fever, “What would you do if you won?” conversations are a favorite pastime around water coolers and dinner table across America.  These conversations can be fun and can teach you a lot about people’s priorities.

There is another game I like to play that is not nearly as popular but just as much fun.  I call it the “What would you do if you had a million dollars to give away?” game.  While most of us probably won’t ever reach that level of giving this game helps us identify the causes we are passionate about and can motivate us to do more to assist those causes than we are presently doing.

The Power of Half

For the Salwen family of Atlanta, Georgia the “What would you do if you had a million dollars to give away?” game became a reality.  They wrote about their experience in one of my favorite books about giving called The Power of Half: One Family’s Decision to Stop Taking and Start Giving Back , by Kevin and Hannah Salwen.

The Salwen’s were admittedly blessed materially.  Both Kevin and Joan Salwen had high-paying, high-powered jobs and they had a $2 million dollar mansion in Atlanta that they both loved.  They also had an idealistic 14-year-old daughter, Hannah, who didn’t think her family was doing enough in the area of giving.

To be fair to Mr. and Mrs. Salwen they were already doing quite a bit of charity work.  They were generous with both their time and their money in helping several charities.  In response to Hannah’s pestering they called a family meeting one night to discuss with Hannah and 12-year-old Joseph all of the charity work they were involved in.  They thought maybe Hannah just didn’t realize everything they were already doing.

Hannah listened but was still not satisfied that they were doing enough, so she continued to push for a much higher level of giving.  Finally, Joan, mostly in jest, suggested they sell their house, buy another one for half as much, and give the difference away.  Hannah immediately embraced the idea.  She thought it was wonderful.  Joseph thought it was crazy and Kevin and Joan were apprehensive.

They decided they would think more about but would only pursue it seriously if they all agreed.  After several more family meetings the decision was made to move forward with the plan and the Salwens put their house up for sale.

Giving Away a Million Dollars

Giving away a million dollars has a way of focusing your attention.  The Salwens didn’t want to see their gift wasted.  They wanted to make sure it did as much good as possible for as many people as possible.

There are two kinds of giving, emergency aid and development aid.  Emergency aid helps people recover from disasters.  Its goal is to get people back to where they were before disaster struck.  Development aid has the longer term goal of helping people permanently escape poverty by providing the infrastructure and education people need to be more productive.  The first decision the Salwens made was that they wanted to provide development aid, not emergency aid.

Next, they had to decide what part of the world they wanted to focus their gift on.  The Salwens decided they wanted to put their money to use fighting poverty in Africa.  With those decisions made they started researching and interviewing aid organizations working in Africa.

The Salwens discovered that much of the aid given to Africa over the past 50 years had not accomplished much.  The reason was that outside organizations would decide what needed to be done, do the work themselves, and then leave.  The native Africans were, for the most part, left out of the process.  They did not receive the training and education they needed to become self-sufficient.

The Salwens decided to give their money to an aid organization named The Hunger Project who operated in a different fashion.  The Hunger Project picks villages to help and then lets the villages decide what projects would be most beneficial.  The village then has to raise a percentage of the money needed for the project and provide almost all of the labor to complete the project.  The village than “owns” the results.  They are the experts and they can use and maintain the wells and other infrastructure when the aid workers move on.

Giving away a million dollars was an exhilarating, life-changing journey for the Salwens and reading their book motivated me to want to give more.  They learned a lot about the world, poverty, and the best methods for helping those in need.  They also learned a lot about each other and what they were capable of.  Most of all they became much closer as a family.

At the end of their journey I don’t think they would argue with the observation from Jon M. Huntsman Sr. that giving is a lot of fun.  Perhaps if we focused more on that, instead of giving as an obligation, we would get more of it.

The Plan for My Million Dollar Give-Away

Like the Salwens I believe the best kind of giving helps people help themselves.  It gives them hope for a better future and the training and resources to get there.  It creates self-sufficiency, not dependency.

Education is one great way to do this.  One of my favorite charities is the Perpetual Education Fund , run by The Church of Jesus Christ of Latter-Day Saints.

This fund provides education loans to church members in developing nations.  These loans allow people to receive the training they need to increase their earning potential.  The fund is “perpetual” because all loans are given out of the fund’s earnings.  As loans are paid back and more money is donated additional people can be helped.  This program has helped thousands of people become self-sufficient and loan default rates are very low.

I am also intrigued by micro-credit programs, as pioneered by Muhammad Yunnus in Bangladesh, in which people are given small loans and training that allows them to start or grow small businesses.  Grameen Bank , the bank Yunnus founded to make these loans, is built on the belief that “people have endless potential, and unleashing their creativity and initiative helps them end poverty.”  Each borrower is also placed in a group that provides support and mentorship.  That is a philosophy I believe in and can support wholeheartedly.

Finally, I am fascinated by a Nigerian program I heard about in a recent “Planet Money” episode (an NPR podcast) called “You Win!”  This is a program in which government grants, not loans, were given to small business owners wanting to grow or hopeful entrepreneurs with dreams and plans.

Business ideas were submitted and the 6,000 best ideas were selected.  Classes were then offered to help those selected write formal business plans.  1,200 of the business plans were then chosen to receive grants.  The grants were equal to approximately $65,000 US dollars, which is about ten times more than the average Nigerian makes in a year.  In addition, there were no strings attached to the money.  The recipients could spend it however they wished.

What was the result?  Was the money just wasted or was it put to use to start and grow businesses?  Three years later the World Bank did a study to find out and the results were surprising.

They found that 7,000 jobs had been created at an average cost per job of $8,500, which in economic development terms is fantastic.  In fact, the results were so good that Chris Blattman , an economist at Columbia University, wrote a blog post about the program with the title, “Is This the Most Effective Development Program in History?”   One person that wouldn’t have been surprised by the results is Muhammad Yunnus.  He already knew that the recipients of the grants had endless potential and creativity just waiting to be unleashed.

If I had a million dollars to give away I would put it to use unleashing human potential and creativity in American cities.  I like the sense of community, accountability, and the spirit of giving back promoted by both the Perpetual Education Fund and the micro-credit loans provided by Grameen Bank.  They are both, to a large degree, self-sustaining because recipients of the loans are expected to give back and assist others.

On the other hand, I like the sense of trust exhibited in the “You Win!” program, and the fact that the grants are large enough to really make a difference.  Financial assistance at the right time for someone with both a dream and a plan can do wonders.

For me the perfect charity would combine these attributes.  Entrepreneurs in struggling communities would be given education and mentors to help them come up with business plans.  The best plans would then be funded with loans.  The terms would be generous but payback would be expected.  In addition to paying off the loans recipients would be expected to become mentors for the next generation of recipients, creating a cycle of hope and unleashing the potential and creativity locked in these communities.

I am not sure if such an organization as the one I have described exists but I think it is badly needed.  If I had a million dollars to give away and couldn’t find someone already doing this I would create my own organization to accomplish it.  I can’t think of anything that would be more exciting, rewarding, or necessary than unleashing human potential and creativity in places where hope is currently hard to find.

What would you do if you had a million dollars to give away?  Give it some thought and then ask everyone during your next family dinner.  The conversation will be interesting and you will probably hear some great ideas.  Then decide what you can do right now to get started.  While you may not have a million dollars to give away you can contribute something.

What Would I Do If I Had a Million Dollars?

If you have a lot of money, what will you do? Essay on this topic is commonly assigned to students. This “what would you do with a million dollars” essay will inspire a great paper.

If I Had a Million Dollars: Essay Introduction

What would you do if you won a million dollars: essay body, if you have a lot of money, what will you do: essay conclusion.

People around the world have all sorts of ideas and dreams. However, there is always a limitation to making such dreams or ideas a reality. Most of the time, the limitation is always financial, and whatever one thinks, or dreams of accomplishing it never comes to fruition. Therefore, I asked myself two questions. What would I do if I had a million dollars to spend? What if a million dollars were given to me, or I won them?

To be honest, having money is one thing, but having a lot of it is different. There are many things anyone could think about if they were given a million dollars to spend. Some will become crazy and spontaneous. Others will become extremely flashy and show off in all sorts of ways. However, a few may think of the future and invest some money before spending it all on material things.

I would do the following if I had a million dollars. I would first buy myself a good car, which I know sounds unreasonable, but I think of this as a way of showing I am worth a million bucks. Becoming a millionaire is a strategic process that needs a concrete plan regarding investments and risks that one would have to take. Nothing is as bad as having a lot of money and then having none in the future. Therefore, having that car might not be a good investment decision, but it will always remind me that I should work hard to maintain that status.

Secondly, I would put some money to take me through college. I will ensure that I have the best resources that will make me excel in college because that is the most critical step in becoming a rational thinker. I will need to make sound investment decisions in the future, and a college education will help me do that. Therefore, even if I use the whole amount of study, it would be worth it. However, a million dollars are too much for college. I will have more than enough for my college education.

Thirdly, I would buy a house. It will save me a lot in terms of mortgage payments in the future, and therefore, I would put that money to use better. Most people wish to own a house but cannot afford it. Therefore, having a million dollars will provide various opportunities like getting a house and fulfilling other wants. I will furnish that house with the best quality of furniture. This is important to me because my home would be where I would be heading after long work hours.

After all, the primary reason people work so hard in life is to own a good home, take care of their family, and live a better life. Thus, having a million dollars would enable me to get all that, and the exciting thing is that I would not have worked hard for it. That is not to say that I am lazy. It just means no one would grab the opportunity if it presented itself.

Lastly, I will put the rest of that money in a fixed deposit account so that I will be able to use it in the future to start a business and make millions of dollars. The good thing is that it will earn interest, which also comes in handy.

In conclusion, I would like to say that there are numerous ways to spend a million dollars. Personally, I would have invested it in my future education and career. I would have also bought a car and a house. I believe that making bad decisions regarding spending an enormous sum of money is possible. Therefore, I think that wisely investing is crucial.

A Complete Guide To Goregaon Filmcity, Mumbai

baghban-house-at-goregaon-filmcity-mumbai

Mumbai, the birthplace of Bollywood attracts millions of people to the city in search of jobs or to solely meet their favourite celebrity. Bollywood influences our society greatly, from clothing trends to celebrations. We want everything to be in Bollywood style.

I’ve spent my childhood watching Govinda movies and grooving to KJo’s movie tracks. Therefore, I decided to visit the Film City during my Mumbai trip in October 2021 to relive my childhood and watch the film sets come alive.

Here’s a video of my tour that’ll give you a glimpse of the enormous Filmcity.

The Film City doesn’t allow walk-in visitors unless you know someone personally who works here. Therefore, the best way to explore this place is to book a tour with the “Mumbai Filmcity Tours” to make the most of your time. They have multiple options to choose from, the lowest starting from 650 INR per person.

Table of Contents

What and where is the Filmcity?

Dadasaheb Phalke Chitra Nagari a.k.a, the Filmcity, is named after the father of Indian cinema, Dadasaheb Phalke. A studio complex comprising 16 enclosed and 42 outdoor sets for shooting films and serials, located in Goregaon near Sanjay Gandhi National Park.

Ticket and Timings

ticket-counter-mumbai-filmcity-tour

Mumbai Filmcity Tours offer three types of guided tours, a short two-hour tour around the Filmcity, a Bollywood city tour that will take you in and around the Filmcity, and a live show tour, where you” get to visit a live shooting set. You can check the timings and book your tickets here .

Tip:  Only limited seats are available for each slots daily. Therefore, I recommend to pre-book tickets online to avoid last minute availability issue.

My experience touring the Filmcity

mumbai-filmcity-tours-bus

I booked the two-hour group tour that took us around the Filmcity. A professional guide accompanied us and enthusiastically educated us about the sets, history and ongoing shoots. It was a very informative and entertaining tour that helped us understand the history and culture of the Filmcity. Even though we didn’t spot any celebrities, the anticipation of spotting one made it supremely exciting.

On our way, we stopped by a few outdoor sets and took a 15-minute halt at the cafeteria for refreshments(not complimentary) before heading back. Here’s what I saw at the Filmcity.

baghban-house-at-goregaon-filmcity-mumbai

Other locations that we came across:

  • Bollywood’s favourite suicide point, where the protagonist is either killed (but somehow survives) or jumps voluntarily. This location was also used to shoot some of the most romantic songs in the 90s.
  • The famous forest from CID, where ACP Praduman finds most of his clues.
  • Daily soap sets like the Goenka villa of Yeh Rishta Kya Kehlata ha and Gokuldham society from Tarak Mehta ka Ulta Chashma.
  • Other TV show sets like Big Boss, KBC and Comedy Nights with Kapil.

Red Square & Moscow City Tour

Image

Description

Highlights:.

  • Experience medieval Kitay Gorod (China town).
  • Wander picturesque Red Square and Alexander Garden.
  • Explore grand Christ the Savior Cathedral on our Red Square tour.
  • Breathtaking panoramic views from Patriarch bridge.
  • Enjoy a hearty lunch on the large open verandah and marvel at the stunning views of the Kremlin.
  • Learn about Russian culture from the local through relaxed cultural discussions.

Tour Itinerary:

Red square:.

Russia and Moscow are synonymous with Red Square and the Kremlin and that's hardly surprising as you'll find these places absolutely stunning!

  • - Walk-through the Resurrection Gate and don’t forget to flip a coin so you’ll be sure to come back one day!
  • - Visit the world's famous Kazan Cathedral .
  • - See the State Department Store (GUM), once the Upper Trading Stalls, which were built over a century ago and still operating!
  • - Admire the lovely St. Basil's Cathedral! The French diplomat Marquis de Custine commented that it combined "the scales of a golden fish, the enamelled skin of a serpent, the changeful hues of the lizard, the glossy rose and azure of the pigeon's neck" and wondered at "the men who go to worship God in this box of confectionery work".
  • - Walk by Lobnoye Mesto (literally meaning "Execution Place", or "Place of Skulls"), once Ivan the Terrible's stage for religious ceremonies, speeches, and important events.
  • - Entering the Alexander Garden , you’ll take in spectacular views of Russian architecture from ancient to Soviet times, as well as the Tomb of the Unknown Soldier with an eternal flame. Watch Changing of the Guard Ceremony every hour in summer and every half an hour in winter.

Kitai-gorod:

Stroll along medieval Kitai-gorod with its strong ancient Russia feel, known for its bohemian lifestyle, markets and arts.

  • - Nikolskaya Street. Here you will find the Russia's first publishing house, the second oldest monastery, and Ferryn Pharmacy, known as the number one pharmacy back in Soviet times and famous for its Empire-style architecture.
  • - Ilinka Street. The financial street of the Kitaigorod (China Town) district, where you’ll find the Gostiny Dvor (Merchant’s Yard), which is now a showroom for Ferraris and Maseratis. The street was designed in the 1790s by Catherine the Great.
  • - Varvarka street. The oldest street in Moscow, which dates back to the 14th century, and still has remnants of early Muscovite architecture, such as the Old English Court and the Palace of the Romanov’s.
  • - Kamergersky Lane. Only a small road of about 250 meters, it is home to some of the oldest artifacts of the city, as each building holds a fascinating story. Some of Russia's most famous writers, poets, and composers from as far back as the Golden Age of Russian culture, have lived or worked on this lane.

Historic City Center

Walk the historical old center of Moscow with its cool local vibe, including the main Tverskaya street , and indulge in desserts in the first grocery “Eliseev's store” , housed in an 18th century neoclassical building, famous for its baroque interior and decoration.

From our tour. Impressions of our American tourist:

At 3:30, as energy flagged, lunch was on the agenda at a Ukrainian restaurant.  Just in time!  We asked our guide to order for us.  We all had the same thing....borscht (the Ukrainian version has beans and more tomatoes than the Russian version, which has more beets and includes beef).

The special high bread served is called galushki.  Our main course was golubtsy...a dish of minced meat rolled in braised cabbage leaves.  Both dishes called for optional sour cream as a topping....of course, yes, please....I recommend it.

Full, satisfied, and completely refreshed, it was off to Red Square and St. Basil's and GUM department store.  Red Square is not so named because of the color of the brick walls of the Kremlin.  Rather the word for 'red' and the word for 'beautiful' are similar in pronunciation....and, there you have it.

As we made the turn by the National Museum in front of which is the mounted sculpture of the "Marshall of Victory," Giorgy Zhukov from WWII and caught our first view of St. Basil's, my friend and I simultaneously emitted "Oooohhhhh!"  There it was....the iconic onion domes of St. Basil's!  Hooray....it was open until 7....we had about 30 minutes and were allowed in, AND we could take photos with no flash.

Now, I can give you a taste of what we saw in the other cathedrals in Cathedral Square.  What we learned is that St. Vasily and St. Basil are one in the same....Russian/English.  He was a common man who wandered Moscow unclothed and barefoot.  But, all, even Ivan the Terrible, heeded his opinions derived from his visions.  Ivan had this cathedral built over his tomb.

As we exited and took photos up close of the onion domes, Inna presented us with chocolate (how did she know we were ready for another energy boost, and we each got a big piece of chocolate.  The baby's name pictured on the wrapper of this famous Russian chocolate is Alyonka....the Russian Gerber baby, don't you think?

One could wear out the credit card in GUM's (capitalized because it is actually a government abbreviation), but the 'kitty' and my credit card stayed in my pocket as we strolled through the glass-topped arcade.

We then strolled through some of Moscow's lovely pedestrian streets; paused to listen as a wonderful quartet performed Vivaldi's "Four Seasons" in an underground passage to cross the busy street (hooray!....we DID have our 'classical concert' experience after all; a request Alina tried in vain to fill because none was scheduled those days), saw the Bolshoi, which means 'big' (my friend has yet to recover that their performance schedule did not coincide with our cruise), saw the Central Telegraph Building, dating from the 1930's, and made our way to the Ritz-Carlton to see the night view of Moscow from the rooftop bar, called O2.

There were fleece blankets to wrap yourself in....yes, it got that cold when the sun set.  We each ordered something hot to drink...the ginger, mint, lemon tea served to me in a parfait glass (for 600 rubles...about $9....you pay for the view here!) was delightful and hit the spot perfectly.  It was time to call it a night....

Lena, our guide in Moscow was excellent. She was very knowledgable and could answer any question we had for her. We liked that she could pick up on our interests and take us places we might not have thought of to go. When we realized that one of the places we had chosen to see would probably not be that interesting to us, she was able to arrange entry to the Diamond Fund and the Armoury for us. Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. Meanwhile, I will refer you to other potential visitors to Russia as I meet them.

Moscow, a City Like No Other

Moscow is Russia’s largest city with a population of between 12 and 13 million. It is also Europe’s largest city and when you visit Moscow, you can feel it. The layout and architecture of the city is eclectic, ranging from crooked, ancient streets and alleyways to wide, bustling boulevards, from medieval churches to Stalin skyscrapers and to modern, glass buildings towering over everything and of course in the center of it all is the Kremlin and the magnificent Red Square. Moscow is also home to a fantastic, efficient and very beautiful metro system – each station having its own special design. In fact, Express to Russia’s Moscow metro tours and excursions are some of our most popular attractions that we offer. On our Moscow tours, you will see this and more.

Moscow Tours centering on Russian History

Moscow has a long and interesting history and has been the capital of Russia in many of its different iterations – capital of the Grand Duchy of Moscow , the Russian Empire and of course the Soviet Union (who could ever forget the Soviet Union?). Moscow, was founded in the 12th century by Prince Yuri Dolgaruki (Yuri of the long arms – he really did have long arms!). From that time on, it was home to the Russian Tsars until Peter the Great moved the capital to St. Petersburg in 1703. The city has survived invasions and sieges from the Mongols, the Tartars, the Poles, Lithuanians and Napoleon but has always persevered. Our Moscow tours will enlighten you on this great history and give you insights into Muscovites and their unique culture. Our Moscow tours show you what the city is like today but also brings to life the past. Moscow never seems to sleep and is bursting with energy. A Moscow tour with Express to Russia is truly the best way of getting to know Russia’s largest and most vibrant city.

Frequently Asked Questions From Our Travelers

What is the best time to visit moscow.

Any time of year is fine depending on what you plan to do. Summertime is pleasantly warm, ideal for exploring the city and its vibrant atmosphere, but Moscow will be much busier and accommodation is more expensive. Winter can be quite cold but beautiful nonetheless, and this is unproblematic if you intend to spend most of your trip in museums and galleries. There are also various festivals and events organised throughout the year. For more information about the best time to visit, read our guide

How many days are enough in Moscow?

If you plan your itinerary strategically and aren’t averse to a packed schedule, you can cover Moscow’s main sights over a long weekend. Most popular attractions are in the city centre, and the Moscow Metro allows you to cover much ground in a small amount of time. Ensure that your accommodation is fairly central and book tickets in advance, so that you can make the most of your days. For an informative and well-organised day out, check out our Moscow day tours with options to suit all interests.

Do they speak English in Moscow?

As Russia’s capital city, tourists are well accommodated in Moscow. There should be English-speaking staff in restaurants, bars, hotels, shops and attractions in tourist hotspots, and there are also English-speaking tourist police. Transport services have English translations on their maps and English announcements via intercom; alternatively, order taxis from the Yandex Taxi app (Russian Uber), though it’s unlikely that your taxi driver will speak English. If you get stuck and cannot communicate, it’s fine to use Google Translate.

Is it safe to travel to Moscow?

It is no less safe to travel to Moscow than to any European city if you exercise common sense and look after your belongings. As with every city some regions can be more unsavoury than others, but no tourist attractions are located there. The traffic in Moscow is notorious, so exercise caution when crossing roads. Do not take unlicensed taxis; book in advance or take public transport, which is widespread and perfectly safe. If you encounter any problems, look for the special tourist police who can help you. You Have $1 Billion. How Do You Change the World?

Cushy prisons for the immoral, a new meritocracy, soil husbandry, and 15 more ideas from readers

black-and-white photo of a globe surrounded by the outline of a black rectangle

This is an edition of Up for Debate, a newsletter by Conor Friedersdorf. On Wednesdays, he rounds up timely conversations and solicits reader responses to one thought-provoking question. Soon after, he publishes some thoughtful replies. Sign up for the newsletter here.

Last week I asked, if given $1 billion to improve the world however you see fit, how would you spend it? And while some of you complained that $1 billion wasn’t nearly enough (as if I’m made of imaginary money to dole out), many of you nevertheless dreamed big.

Jackson went so far as to propose a new nation!

If America/California is no longer willing or able to be the world's “land of opportunity,” we need to build a new one. If I had a billion dollars, I would negotiate with some government to purchase and acquire sovereignty over an uninhabited or sparsely populated island or peninsula large enough to support a city, then build a small settlement governed by a constitution that guarantees to all people a right to immigrate there and quickly acquire equal citizenship provided only they be willing to work to build their city. Once a viable settlement was established, the government would sponsor and organize transportation to the city for any refugees that wish to come from anywhere in the world. Unfortunately, demand for a haven and a land of opportunity will likely always be high. Refugees and would-be migrants need somewhere to go, but currently, no existing democracy automatically accepts immigrants, and those that do accept large numbers of immigrants often treat them badly. The island would serve much the same role that America once served for Europeans when we were open to mass immigration, except the island would not discriminate against anyone and mass settlement on the island would not come at the expense of a large indigenous population. The island’s constitution would guarantee individual liberties, free labor, free markets (with regulated externalities), democracy, and the rule of law. But it would also facilitate political experimentation and the maintenance of diaspora communities by creating many small districts given local control of nearly all cultural institutions such as, for example, schooling, architectural style, and the language of street signs. The political experimentation in its many districts would allow the city to learn from itself, and to provide models for other governments. If it worked, the city would be like another Singapore, except free, pluralist, democratic, and still open to mass immigration. Further, a Georgist land system, whereby the state alone reaps economic rents from land, would allow newcomers to quickly become economic equals supported by well-funded public services, rather than tenants on land long ago monopolized by the first comers.

Someone give this man an island! And an introduction to Bekke, who could handle its water supply:

I’d build as many desalination plants as I could, especially in the Western states, because without water there is no life. With global warming/climate change, when the world is getting hotter and we’re facing more intense storms along with prolonged drought, we need to have a supply of water to drink, bathe, cook, grow crops, etc. to enable our society to continue to exist.

Matthew would focus on water, too:

A billion dollars sounds like an immense amount of money, until you realize that if you wanted to “give money to the poor” you would provide just a single day’s income to the global population of people living in the World Bank’s definition of poverty. That kind of minimal change is meaningless long term, so we need to figure out how to make large scale, affordable change. I’m going with water filtration plants. In India, a large filtration plant can be built for under a million dollars. In Nigeria a pure water plant can be built for under $5K. Providing clean drinking water seems like the first and best way to improve the world.

Mahan observes that, “nowadays, outlooks are desperate and people are bored of living life on this lovely planet.” He says he’d direct his money to countries where people aren’t feeling ennui.

Whereas Brad’s spending would all take place in Canada:

1 billion for world wide help isn’t a lot but I would give every penny to help children in Canada. To see a smile on a sick or underprivileged child would make me smile. Sorry I just say Canada, but that is my country and 1 billion wouldn’t be enough to help everyone.

Jennifer disagrees and aims to help everyone by buying “as much South American rainforest as possible,” because she believes that “preservation of ‘the world’s lungs,’ as the rainforest is known, would improve the life of every living being by helping to control the climate change crisis.”

Samuel would spend half on the education of women in poorer countries, “because this would create the greatest impact toward liberalization (objective: creating liberal democracies).” The rest would go to “business startups of solo and small firm companies all over the world, fostering middle incomes and supporting civil society. I think both expenditures assist in this development.”

Read: The simple anti-COVID measures we’re not taking

Hans would enlist experts in money-giving in order to give away his billion:

I would donate the 1 billion dollars to the top charities that GiveWell recommends. These are the most effective charities in the world—in the sense that they reduce human suffering (or promote human wellbeing) most per dollar spent. Any other charity is likely to be worse—and I don’t have the hubris to believe that I understand the effect of donations better than experts (from, e.g., GiveWell) who study this matter full time.

Bob would attempt a new approach to schooling:

I would set up a private educational system from K to graduate school that would focus on the development of the skills and attitudes necessary for successful and rewarding life in the 21st century economy. It would be an American system for Americans but would actively encourage academically qualified immigrants to become legal American citizens. It would be a 100% meritocratic system. Race, gender and other group identities would not be considered (There would be testing, lots of it!). It would range from producing PhD level individuals in the sciences to 2 year programs in the trades. The sole purpose of this system would be to train people to be economically self-sufficient in the global economy and to once again establish American education as the best in the world.

Fred would try to fix meritocracy, too:

Too often education is used not as a tool to enable people, but to act as a barrier against advancement of and the contribution to the larger society by those who do not have wealth and opportunity. Instead of a meritocracy we get a faux meritocracy where family connections and wealth enable legacy students and the marginal children of wealth to gain prestigious educational credentials and take the most important jobs in society, creating structural discrimination based on wealth and power. This hobbles our society and the world. I would spend the billion to identify and enable global individuals––irrespective of education, opportunity and privilege––who are the most logical, rational and intelligent people. This would be accomplished by a system that gives credits based on passing exams or certification, free to any and all who believe they have what it takes, the right stuff to demonstrate their qualifications. Those who demonstrate the skills needed through rigorous examination would receive the equivalent of a Bachelor’s, Masters and or Ph.D. in a variety of subjects, starting with areas most needed and in shortest supply. In addition to creating an even playing field, it could eliminate the time and money wasted on years spent in colleges and universities for the purpose of giving people not the skills needed to do the jobs they want, but the connections and paper qualifications. The current reliance on college degrees is a form of structural discrimination.

Says freedom-loving Diane, “I would spend the money to send needed weapons to Ukraine, all of it!”

Whereas Grace would build a prison to lock up people she deems immoral:

First, determine how many men and women are in power in whatever areas of politics, industry, etcetera that have been shown by the masses/science (psychology)/historical performance to be more malevolent (aww heck, let’s just say for safety’s sake showing *any* hint of malevolency) than benevolent. Then, based on the number, stake out a beautiful area that a … retreat center of sorts can be built on (with one way locking doors and the highest security imaginable) where all these people can be placed to live out the rest of their lives, stripped of their ability to make any further decisions regarding humanity or the earth, but still be cared for, while the rest of the sane/compassionate individuals can then get to the work of cleaning up the mess all the wackos made.

If I were to point out that I sense a hint of malevolence in that proposal, would she still want to fund it?

Jim would change the way we grow food:

It’s easy for me. I’d spend it on sustainable soil husbandry to support sustainable agriculture, which means I’d encourage small-scale systems that focus on microbiological processes. Did you know that cover crops with at least 8 species from four families produce more above and below ground biomass without any added fertilizer than a less diverse cover crop with any amount of manufactured fertilizer you'd like to add? Did you know that the rhizosheaths that form around plant roots in a healthy soil can buffer 2 points of pH in that sheath, or that the low oxygen environment there fosters nitrogen-fixing bacteria, even for non-legumes? Or that plant sugars can be raised organically so that the microbiology raises plants' resiliency against pests, disease, drought, and flood?

I’m not a soil expert, Jim, I just give imaginary wealth to soil experts.

Jason would try to demonstrate what he believes to be possible but that others doubt:

I would spend it to improve the living conditions of very low-income people in the downtown area of just one major city in the United States. The reason we still have poverty has nothing to do with the character or intelligence of these people.  The reason we still have poverty is because there are so many obscenely rich people with zero imagination or empathy. Improving the conditions of low income people in a permanent, noticeable way would demonstrate how this could be replicated in every city. Permanent housing and food, medical assistance, job assistance, property repair, you name it.

George would start by investing the money, which seems a bit like wishing for more wishes, but I’ll allow it:

For ongoing impact, the best thing would be not to spend the entire amount all at once, but to invest the billion, and harvest the income that it produces, while reserving enough to keep the principal growing at a slow rate. That income might be $100 million a year if you choose good investment managers. Then target your gifts at subjects that will themselves provide leverage. For $100 million a year, you can sponsor free broadband Starlink satellite internet for about 50,000 households. That's almost exactly the number of households in the Navajo Nation counted by the 2010 census. With an unemployment rate approaching 50% and a population that mostly resides in a desert landscape far from urbanized areas, often without electricity or running water, internet access will create a launchpad to education and job opportunities that are inaccessible today.

Tina would improve mental-health services throughout the world:

Raise awareness; train social workers, counselors, and therapists; aim to break the stigma barrier; increase access to support; provide grants to local organizations and build their capacity to provide these services; strengthen messaging, legislation, and public policy that mental health and physical health are equally important and the same thing.

I wonder if she would want to partner with Susi:

I would develop an “Institute Of Human Welfare” program for implementation as mandatory, standard high school education around the world, like “The Three Rs”. It is imperative to learn how to raise a healthy, happy, cared for human being.  We need to put much more emphasis on human understanding and care. When a human being is cared for, then taught to care, then it can care for the world. The ripple effects in all aspects would be far reaching. A healthy world is vital to our survival in our only habitat. Currently, we are having parasitic effects on our host, Earth. Imagine the euphoria of a cared for world. Teaching our population how to nurture humans would perpetuate nurture for our world. Improving humans through education would improve the world!

And Nick would use the money to lobby for a new law that would criminalize profiting off of untrue speech:

It is very clear that we are having a profit-driven epistemological crisis in the Western world. At the end of the nineteenth century, there was a related crisis. NOBODY could believe what was advertised for sale. Nobody could believe what was purported to be contained in a product. Nobody could be assured that anything they purchased was fit for use. Fraud laws fixed most of that. It became illegal to make claims about products that could not be verified by disinterested third parties. It became illegal to adulter products or falsely claim what products contained. It became a crime to use non-truth to receive money in exchange for a product that the buyer could not value from. Our present crisis is driven by the fact that there are big profits to be made by propagating non-truth (many things that are not lies, or statements known to be false by the speaker and intended to deceive the listener , are also not truths). Fox News et al are driven by advertising revenue served up to a willing audience who continually consume non-truth. Facebook, Google and Twitter are little better. This has to stop. I'd spend the $1 billion on an effective lobbying and advertising campaign that would seek to update fraud statutes for the 21st century. ANYONE who generates revenue by propagating information purported to be truthful, or opinion purported to be underpinned by logical consequence of ascertainable facts or sources, is guilty of fraud when the information is not truthful, or the opinion is not undergirded by facts or sources. Spout about ANYTHING you please. Propagate your views in any way you want. Your First Amendment rights remain intact. But, try to make bank like the snake-oil salesmen and there is an orange jumpsuit awaiting you.Try to make bank by piggy-backing on such efforts gets you an orange jumpsuit. Otherwise, we are in for continued problems.

I thank you for the email, Nick, but I’m going to make sure several free speech organizations get their billion after reading it. Thanks to everyone else who wrote in too. See you on Wednesday.

Essay on If I had a Million Dollars

Money gushes about itself,” Though I am a piece of paper, I have never seen the dustbin.” How so ever rich a person maybe they never wish to throw away unless they have to escape legal bindings. A rich wish to be richer and a poor wants to be rich. Never ever a person born with a desire to be poor and stay poor throughout life.

People say money can’t buy happiness but what can poverty buy other than sorrow and misery. Money is dear in singular form as well as in plural form. World is full of examples when people went through lots of hardships, earned fortune. Where have you seen anyone that becomes bankrupt and lived happily ever after?

Money empowers, enhances and improves the lifestyle of personnel earning it. The more of it is merrier and this is a universal rule. Fame and name are complementary with money. One earns money, the rest two follows of their own. A rich person is always brainy.  To mention many brains, work continuously at the back, to multiply the owner’s wealth.

Literally, Wealth weighs a lot. Money brings responsibility with itself. In society one earns money and in return society demands pay back it to society in term of charity. In case one doesn’t pays off, the societal norms are so strict that it snatches it away from the owner somehow.

To be generous and charitable one need to earn huge amount of money. A meagre earner thinks twice before doing charity as hard-earned money is difficult to part with.

I am not among the millionaire breed of world but who doesn’t wish to be one. At times I wish I could have million dollars at my disposal and those millions multiply on daily basis. I am not being a day dreamer but then if little bit of day dreaming render pleasure, what’s the harm with same?

My family  has enough to meet our basic needs and tit bits of luxuries too. But to meet the grandeur of millionaire is way ahead. To start with, if I could have million dollars to spend I will start redefining my lifestyle.

At least half a dozen of big cars not smaller than a Roll Royce should be in the porch of my villa/ mansion.  Dressed chauffeur in them.  Number of house helpers for the maintenance of the same, are quintessential.  Lavish breakfast, lunch and dinner should be daily custom.

World tours are being mandatory every quarter of year. Lot of shopping is on the top of to do list. Parties should follow for the celebration of even the smallest joy of my families. Private helicopter is not a luxury for a millionaire I suppose. Rather it’s a must have assets.

To keep my wealth growing, I should be having hefty investments in share markets. Keeping in mind long term gains, I should be having a team of expert advisers to assist me. I would, off course pay them. Property in almost every prominent city of world is not too much what I am asking for. Forbes list of richest person, I should top once.

Being a sought of technology savvy person, I wish to own all the latest gadgets available on this planet. Be it the latest I- phone, DSLR camera to capture my moments, mobile printer to name a few.

Adventure excites me. So I should try my hands at all the adventurous sport available ranging from scuba diving to ski diving. Mountaineering with assistants is not a bad idea to enjoy life in close quarter with nature.

I am not so self-centred to forget the social responsibilities. I will be doing charity a lot but as it’s said charity beings at home in the beginning. So I will follow the aforesaid axiom.

I will be contributing toward building of schools and hospitals to impart knowledge. Hygienic   Hospitals are basic need of any nation. But the five-star hotel style hospitals are luxuries. So, I am more inclined toward philanthropic aspect.  Building infrastructures to help needy and poor section. Schools with safety of kids its priority is what I dream of. To quote the words of Shri Rabindranath Tagore

Where the mind is without fear and the head is held high

Where knowledge is free

Where the world has not been broken up into fragments

By narrow domestic walls

Where words come out from the depth of truth

Where tireless striving stretches its arms towards perfection

Where the clear stream of reason has not lost its way

I wish I could dress up every naked child with my wealth and provide food for hungry stomachs. I know I can’t reach to everyone but if everyone will think this and sit back who will do it?  Each one has to contribute for the Upliftment of the society.  And millionaires have to put their feet forward first.

I know I will not be the first to be charitable with wealth. But the list of the same need adds on with every passing moment and day. Examples in support are Bill Gates, Warren Buffet and Andrew Carnegie.  I would be the one to follow the league.

Last but not the least, society need a lot to do towards betterment of female section of society. Developing nations like India, Bangladesh etc. need hefty investment for the softer section. Also the countries like Saudi Arabia where women are more of commodity need change in mind-sets.

That has to be forcefully levied. Every change whether physical or mental, requires resources. And monetary benefits and incentives has been great motivational force behind new wave of change in any society.   Being a woman myself I certainly want special privileges for my fellow beings. Am I exaggerating something?

Extract of sample "If I Have One Million Dollars"

This would help me relieve all the psychological and bodily pressure I had. If I had this kind of money, I would look for a luxurious house near the beach where we would be living with my family and accommodate the parents as well.  This is my "if I have one million dollars essay"; I would take "a few dollars" and buy an expensive family car and then go for a road trip. This would help me, and my children get an experience of the different cultures and the legendary scenes in our country.

We would be living somewhere on the beach and have the life we deserve. All the same, if someone gave me one million dollars, I would start a company and run it diligently so that I could earn more dollars someday later. Firstly, I would visit the bank and open a locked savings account and save a quarter of the remaining money. I would take another quarter of the million dollars and use it to further my education. I love charity work, so I would take some dollars and donate it to the less fortunate such as the children in orphanages and the homeless.

Additionally, having a million dollars would enable me to tour all over the world in cities I desired to visit. A city such as Paris, I would visit the Eiffel Tower. Go to countries such as Egypt and see the pyramids and also to Africa and get to know the wildlife. Having this kind of money would have enabled me to visit a city like Las Vegas, and maybe I would have gambled a few dollars in one of the famous casinos. Perhaps I would have won more dollars when gambling or even lost some. Investment is part of me so that I would have invested some considerable amount of this money in the stock market.

On a good day, when the share price is going up, I would have made more than double the amount I invested.  However, I don't have this money in reality; therefore, I will work hard and give my kids a better life that they deserve. In the state I am in, I have learned to glorify and be satisfied and live in harmony with my children.  It will not limit me to go and donate to the homeless by not having such a considerable amount of money.  Having a good heart is all I need. All in all, money can't buy you good health or even love.

Numerous individuals today wind up paying off debtors from spending it excessively fast. Insights show that only disappointment emerges from going through while no cash is returning in.

There are various things that can be refined with million of dollars. On the off chance that I won million dollars the primary thing I’d do was taken care of enough for my schooling. Training is significant in light of the fact that 1,000,000 dollars will undoubtedly run out. I’d likewise give my folks most of this as a result of all they have accomplished for me.

I trust I’d likewise take a stab at putting resources into stocks. It appears to be a smart thought to acquire cash, yet you need to pick the right business to put resources into. The terrible thing about winning million dollars is the way that numerous individuals would attempt to utilize you. It’s been demonstrated that you acquire relatives than you realized you had when a lot of cash goes along.

Long Essay on If I Had A Million Dollars

Frankly, having money is a certain something however having a great deal of it is something alternate. There are numerous things anybody could ponder in the event that the person was given million (1,000,000) dollars to spend. Some will become insane and unconstrained. Others will turn out to be incredibly showy and flaunt in a wide range of ways. In any case, a couple might think about the future and put away a portion of the cash prior to spending everything on material things.

Actually, on the off chance that I had million dollars, I would do the accompanying. I would initially get myself a decent vehicle, which I know sounds irrational however I consider this a method of showing merit 1,000,000 bucks. Turning into a tycoon is an essential interaction that needs a substantial arrangement as far as ventures and dangers that one would need to take. There isn’t anything as awful as having a ton of cash and afterward having none later on. In this manner, having that vehicle probably won’t be a wise venture choice yet the vehicle will consistently be an update that I should endeavour to keep up with that status.

Furthermore, I would set up some cash to take me to school. I will guarantee that I have the best assets that will cause me to dominate in school since that is the main advance in turning into a normal mastermind. Later on, I should settle on wise speculation choices and an advanced degree will assist me with doing that. In this manner, regardless of whether I utilize the entire measure of the study, everything will work out just fine. Nonetheless, 1,000,000 dollars are a lot for school. I will have all that anyone could need for my advanced degree.

Thirdly, I would purchase a house. This will save me a ton as far as home loan installments later on and hence, I would place that cash into better use. A great many people wish to possess a house yet they can’t manage the cost of it. Thusly, having 1,000,000 dollars will give different freedoms like getting a house and satisfying different needs. I will outfit that house with the best nature of furniture. This is critical to me in light of the fact that my home would be where I would head after extended periods of time off work.

All things considered, the significant motivation behind why individuals buckle down in life is so they can possess a decent home, deal with their family, and carry on with a superior life. Along these lines, having 1,000,000 dollars would empower me to get all that and interestingly, I would not have buckled down for it. Saying this doesn’t imply that I am apathetic. This is simply to imply that nobody would snatch the chance in the event that it introduces itself.

In conclusion, I will place the remainder of that cash in a fixed store account so I will actually want to utilize it in the future to begin a business and make more huge number of dollars. Interestingly, it will procure interest and that would prove to be useful as well.

A Cruel Way to Control Bird Flu? Poultry Giants Cull and Cash In.

Big poultry farms have received millions of dollars for their losses. Animal welfare groups contend that aid reinforces inhumane cullings of birds exposed to the virus.

Two brown chickens in the foreground, with the shadow of a man in the background looking on.

By Andrew Jacobs

The highly lethal form of avian influenza circulating the globe since 2021 has killed tens of millions of birds, forced poultry farmers in the United States to slaughter entire flocks and prompted a brief but alarming spike in the price of eggs .

Most recently, it has infected dairy cows in several states and at least one person in Texas who had close contact with the animals, officials said this week.

The outbreak, it turns out, is proving to be especially costly for American taxpayers.

Last year, the Department of Agriculture paid poultry producers more than half a billion dollars for the turkeys, chickens and egg-laying hens they were forced to kill after the flu strain, H5N1, was detected on their farms.

Officials say the compensation program is aimed at encouraging farms to report outbreaks quickly. That’s because the government pays for birds killed through culling, not those that die from the disease. Early reporting, the agency says, helps to limit the virus’s spread to nearby farms.

The cullings are often done by turning up the heat in barns that house thousands of birds, a method that causes heat stroke and that many veterinarians and animal welfare organizations say results in unnecessary suffering.

Among the biggest recipients of the agency’s bird flu indemnification funds from 2022 to this year were Jennie-O Turkey Store, which received more than $88 million, and Tyson Foods, which was paid nearly $30 million. Despite their losses, the two companies reported billions of dollars in profits last year.

Overall, a vast majority of the government payments went to the country’s largest food companies — not entirely surprising given corporate America’s dominance of meat and egg production.

Since February 2022, more than 82 million farmed birds have been culled, according to the agency’s website . For context, the American poultry industry produces more than nine billion chickens and turkeys each year.

The tally of compensation was obtained by Our Honor , an animal welfare advocacy group, which filed a Freedom of Information Act request with the U.S.D.A. The advocacy organization Farm Forward collaborated on further analysis of the data.

The breakdown of compensation has not been publicly released, but agency officials confirmed the accuracy of the figures.

To critics of large-scale commercial farming, the payments highlight a deeply flawed system of corporate subsidies, which last year included more than $30 billion in taxpayer money directed to the agriculture sector, much of it for crop insurance, commodity price support and disaster aid.

But they say the payments related to bird flu are troubling for another reason: By compensating commercial farmers for their losses with no strings attached, the federal government is encouraging poultry growers to continue the very practices that heighten the risk of contagion, increasing the need for future cullings and compensation.

“These payments are crazy-making and dangerous,” said Andrew deCoriolis, Farm Forward’s executive director. “Not only are we wasting taxpayer money on profitable companies for a problem they created, but we’re not giving them any incentive to make changes.”

Ashley Peterson, senior vice president of scientific and regulatory affairs at the National Chicken Council, a trade association, disputed the suggestion that the government payouts reinforced problematic farming practices.

“Indemnification is in place to help the farmer control and eradicate the virus — regardless of how the affected birds are raised,” she said in an email. The criticisms, she added, were the work of “vegan extremist groups who are latching on to an issue to try and advance their agenda.”

The U.S.D.A. defended the program, saying, “Early reporting allows us to more quickly stop the spread of the virus to nearby farms,” according to a statement.

Although modern farming practices have made animal protein much more affordable, leading to an almost doubling of meat consumption over the past century, the industry’s reliance on so-called concentrated animal-feeding operations comes with downsides. The giant sheds that produce nearly 99 percent of the nation’s eggs and meat spin off enormous quantities of animal waste that can degrade the environment, according to researchers.

And infectious pathogens spread more readily inside the crowded structures.

“If you wanted to create the ideal environment for fostering the mutation of pathogens, industrial farms would pretty much be the perfect setup,” said Gwendolen Reyes-Illg, a scientist at the Animal Welfare Institute who focuses on meat production.

The modern chicken, genetically homogenous and engineered for fast growth, compounds those risks. Selective breeding has greatly reduced the time it takes to raise a barrel-breasted, table-ready broiler, but the birds are more susceptible to infection and death, according to researchers. That may help explain why more than 90 percent of chickens infected with H5N1 die within 48 hours.

Frank Reese, a fourth-generation turkey farmer in Kansas, said that the modern, broad-breasted white turkey is ready for slaughter in half the time of heritage breeds. But fast growth comes at a cost: The birds are prone to heart problems, high blood pressure and arthritic joints, among other health issues, he said.

“They have weaker immune systems, because bless that fat little turkey’s heart, they are morbidly obese,” said Mr. Reese, 75, who pasture-raises rare heritage breeds. “It’s the equivalent of an 11-year-old child who weighs 400 pounds.”

Highly pathogenic avian influenza has been circulating since 1996, but the virus had evolved to become even more lethal by the time it showed up in North America in late 2021. It led to the culling of nearly 60 million farmed birds in the United States, and felled countless wild ones and a great many mammals, from skunks to sea lions. Last week, federal authorities for the first time identified the virus in dairy cows in Kansas, Texas, Michigan, New Mexico and Idaho. The pathogen has also been implicated in a small number of human infections and deaths , mostly among those who work with live poultry, and officials say the risks to people remains low .

The virus is extremely contagious among birds and spreads through nasal secretions, saliva and feces, making it tough to contain. Migrating waterfowl are the single greatest source of infection — even if many wild ducks show no signs of illness. The virus can find its way into barns via dust particles or on the sole of a farmer’s boot.

While infections in North America have ebbed and flowed over the past three years, the overall number has declined from 2022, according to the U.S. Animal and Plant Health Inspection Service .

On Tuesday, the nation’s largest egg producer, Cal-Maine Foods, announced that it had halted production at its Texas facility and culled more than 1.6 million birds after detecting avian influenza.

Federal officials have been debating whether to vaccinate commercial flocks , but the initiative has divided the industry, in part because it could prompt trade restrictions harmful to the nation’s $6 billion poultry export sector.

Many scientists, fearing that the next pandemic could emerge from a human-adapted version of bird flu, have been urging the White House to embrace a vaccination campaign.

The agency’s livestock indemnity program , part of a farm bill passed by Congress in 2018, pays farmers 75 percent of the value of animals lost to disease or natural disaster. Since 2022, the program has distributed more than $1 billion to affected farmers.

Critics say the program also promotes animal cruelty by allowing farmers to euthanize their flocks by shutting down a barn’s ventilation system and pumping in hot air, a method that can take hours. Chickens and turkeys that survive are often dispatched by a twist of the neck.

Crystal Heath, a veterinarian and co-founder of Our Honor , said the American Veterinary Medical Association , in partnership with the agriculture department, recommended that ventilation shutdown be used only under “ constrained circumstances .” She added that a vast majority of farms relied on it because the process was inexpensive and easy to carry out.

“All you need are duct tape, tarps and a few rented heaters,” Dr. Heath said. “But ventilation shutdown plus is especially awful because it can take three to five hours for the birds to die.”

Thousands of veterinarians have signed a petition urging the association to reclassify ventilation shutdown as “not recommended” and say that other methods that use carbon dioxide or nitrogen are far more humane, even if they are more costly. Since the start of the outbreak through December 2023, ventilation shutdown was used to cull 66 million chickens and turkeys, or about 80 percent of all those killed, according to analysis of federal data by the Animal Welfare Institute, which obtained the data through a Freedom of Information Act request.

Last summer, the institute filed a petition asking the agriculture department to require farms to devise depopulation plans that are more humane as a condition for receiving compensation. The agency has yet to respond to the petition.

Tyson and Jennie-O, the top recipients of federal compensation, have both used ventilation shutdown, according to an analysis of federal data . Tyson declined to comment for this article, and Hormel, which owns the Jennie-O brand, did not respond to requests for comment.

Some animal welfare advocates, pointing to recent outbreaks that were allowed to run their course, question whether killing every bird on an affected farm is even the right approach. When H5N1 hit Harvest Home Animal Sanctuary in California in February 2023, killing three birds, the farm’s operators steeled themselves for a state-mandated culling. Instead, California agriculture officials, citing a recently created exemption for farms that do not produce food, said they would spare the birds as long as strict quarantine measures were put in place for 120 days.

Over the next few weeks, the virus claimed 26 of the farm’s 160 chickens, ducks and turkeys, but the others survived, even those that had appeared visibly ill, according to Christine Morrissey, the sanctuary’s executive director.

She said the experience suggested that mass cullings might be unnecessary. “There needs to be more research and effort put into finding other ways of responding to this virus,” Ms. Morrissey said, “because depopulation is horrifying and it’s not solving the problem at hand.”

With the northward migration in full swing, poultry farmers like Caleb Barron are holding their breath. Mr. Barron, an organic farmer in California, said there was only so much he could do to protect the livestock at Fogline Farm given that the birds spent most of their lives outdoors.

So far, the birds remain unscathed. Perhaps it’s because Mr. Barron raises a hardier breed of chicken, or maybe it’s because his birds have a relatively good life, which includes high-quality feed and low stress.

“Or maybe,” he said, “ it’s just luck.”

NEW YORK (AP) — A New York appeals court on Monday agreed to hold off collection of former President Donald Trump’s more than $454 million civil fraud judgment if he puts up $175 million within 10 days.

If Trump does, it will stop the clock on collection and prevent the state from seizing the presumptive Republican presidential nominee’s assets while he appeals . The appeals court also halted other aspects of a trial judge’s ruling that had barred Trump and his sons Eric Trump and Donald Trump Jr., the family company’s executive vice presidents, from serving in corporate leadership for several years.

In all, the order was a significant victory for the Republican ex-president as he defends the real estate empire that vaulted him into public life. The development came just before New York Attorney General Letitia James, a Democrat, was expected to initiate efforts to collect the judgment.

Trump, who was attending a separate hearing in his criminal hush money case in New York, hailed the ruling and said he would post a bond, securities or cash to cover the $175 million sum in the civil case. Speaking in a courthouse hallway, Trump revisited his oft-stated complaints about civil trial Judge Arthur Engoron and the penalty he imposed.

“What he’s done is such a disservice and should never be allowed to happen again,” said Trump, who argues that the fraud case is discouraging business in New York.

James’ office, meanwhile, noted that the judgment still stands, even if collection is paused.

“Donald Trump is still facing accountability for his staggering fraud,” the office said in a statement.

Trump’s lawyers had pleaded for a state appeals court to halt collection, claiming it was “a practical impossibility” to get an underwriter to sign off on a bond for such a large sum, which grows daily because of interest. The Trump attorneys had earlier proposed a $100 million bond , but an appellate judge had said no late last month.

Monday’s ruling came from a five-judge panel in the state’s intermediate appeals court, called the Appellate Division, where Trump is fighting to overturn Engoron’s Feb. 16 decision . Trump attorneys Alina Habba and Christopher Kise characterized Monday’s ruling as a key first step.

Siding with the attorney general after a monthslong civil trial , Engoron found that Trump, his company and top executives lied about his wealth on financial statements, conning bankers and insurers who did business with him. The statements valued Trump’s penthouse for years as though it were nearly three times its actual size , for example.

AP correspondent Julie Walker reports Donald Trump doesn’t have to pay a $454 million dollar bond in one case, but in a separate case faces an April trial.

Trump and his co-defendants denied any wrongdoing, saying the statements actually lowballed his fortune , came with disclaimers and weren’t taken at face value by the institutions that lent to or insured him. The penthouse discrepancy, he said, was simply a mistake made by subordinates.

Engoron ordered Trump to pay $355 million, plus interest. Some co-defendants, including Donald Trump Jr. and Eric Trump, were ordered to pay far smaller amounts. Monday’s ruling also puts those on hold if the $175 million bond is posted.

After James won the judgment, she didn’t seek to enforce it during a legal time-out for Trump to ask the appeals court for a reprieve from paying up.

That period ended Monday, though James could have decided to allow Trump more time.

James told ABC News last month that if Trump doesn’t have the money to pay, she would seek to seize his assets . She didn’t detail the process or specify what holdings she meant, and her office has declined more recently to discuss its plans. Meanwhile, the office has filed notice of the judgment, a technical step toward potentially moving to collect.

Trump maintained on social media on Friday that he has almost $500 million in cash, but he said at a news conference on Monday that he’d like to be able to use some on his presidential run. He asserted that James and Engoron , who’s also a Democrat, “don’t want me taking cash out to use it for the campaign.”

If the penalty is ultimately upheld, the attorney general could go after Trump’s bank and investment accounts. There’s also the possibility of going through a legal process to seize properties such as his Trump Tower penthouse, aircraft, Wall Street office building or golf courses, and then seeking to sell them.

But that could be complicated in Trump’s case.

“Finding buyers for assets of this magnitude is something that doesn’t happen overnight,” noted Stewart Sterk, a real estate law professor at Cardozo School of Law.

Under New York law, filing an appeal generally doesn’t hold off enforcement of a judgment. But there’s an automatic pause if the person or entity posts a bond covering what’s owed.

Many defendants are able to get such a bond, but “judgments of this size are rare,” said Joshua Naftalis, a former federal prosecutor now in private practice.

“What makes this one unusual is someone who is subject to an enormous amount of money and has to come up with it himself,” Naftalis said.

The ex-president’s lawyers have said underwriters wanted 120% of the judgment and wouldn’t accept real estate as collateral. That would mean tying up over $557 million in cash, stocks and other liquid assets, and Trump’s company needs some left over to run the business, his attorneys have said.

They asked an appeals court to freeze collection without his posting a bond. The attorney general’s office objected , saying he hadn’t explored every option for covering the amount.

The appeals court “chose a middle ground” by still requiring Trump to put up money but lowering the amount, Naftalis said.
