Terrorism in International Relations Problem Solution Essay

Introduction.

Terrorism is no longer a new term in the international system. However, it is apparently clear that terrorism remains to be one of the most challenging problems as far as maintenance of security and order in the international system is concerned. It is quite difficult to clearly attain a complete definition of terrorism because of the increase in the number of terrorist actions in the world today.

Impacts of terrorism have become real and a challenge not only to the small states in the world, but also to the seeming giant nation states in the world, like the United States. A lot of efforts have been diverted at exploring terrorism as a result of the rate of insecurity in the international system that comes from terrorism and the fear of terrorism. One key finding is that terrorism is used both as a strategy and a tactic by diverse groups to advance their interests in the international system.

This paper presents an analysis of terrorism as a problem in international relations. The paper begins by defining terrorism and giving an overview of terrorism in the international system. The paper then explores the various aspects of terrorism and how they impact on relations within and between states in the international system. The paper brings out two main policy areas that are critical in addressing the problem of terrorism.

Overview of terrorism in international relations

As observed in the introduction, the effort of maintaining order and human security in the international system has been hampered by the emergence of terrorism in the international system. Efforts to develop mechanisms of combating terrorism have resulted in the development of the broader definition of terrorism.

According to the US Department of Defense, terrorism is defined as: “the calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological” (Terrorism Research, para. 3).

From the definition, it is clear that terrorism is a broad term that entails a broad range of criminal activities that are pursued by different groups to attain political, religious, as well as other ideologies that are portrayed in the nature of terrorism that is advanced by a given group. While it is argued that terrorism is not a new thing in the international system, it has become apparent that the scale of terrorism is advancing to the levels that are lethal to human security (Terrorism Research, para. 4).

Terrorism presents a challenge to the issue of arms deterrence and the proliferation of arms and weapons in the world. The other daunting task as far as efforts to combat terrorism are concerned is that terrorism has advanced to an extent that different forms of terrorism prevail. Terrorism has gone far beyond the use of real weapons to launch attacks on targets, to the use of biological weapons as well as breaches on information from terrorist groups as a way of causing insecurity and advancing their cause.

This is referred to as cyberterrorism. Other forms of terrorism include narcoterrorism and nuclear terrorism and ecoterrorism. The most important question to ask at this juncture concerns the motivation behind the acts or actions of terrorism in the international system. This question can be explored by unearthing different kinds of terrorism (Lake 18).

Perspectives and impacts of terrorism on actors and behaviors in the international system

From the exploration of the meaning of terrorism, it comes out that terrorism is a term that includes a wide range of activities that are meant to unleash violence and threats for the sake of advancing several goals. The mere linkage of terrorism to extremism as was associated with the September 11, 2001 terrorist attacks in the United States has been subjected to criticism due to the diverse number of terrorism forms that prevailed before and after the attack.

However, this does not mean that there are no acts of extremism in terrorism. In fact, terrorism itself is a form of expressing ideas and opinions through the use of outrageous forms of actions that depict extremism. The modern world is characterized by a lot of competition for development (Lake 15). As competition mounts, it is critical to note that the impacts of competition between and among states become real, and so is the contest between states and regions in different matters.

The likening of extremism to terrorism comes from the theories of international relations, where a number of actors in the international system seek relevance and recognition through advancement of extremist courses like terrorism. It is vital to bring out these actors as a leeway for understanding terrorism and what makes it daunting to deal with the problems of terrorism (Lake 18-19).

Actors in the international system as opined by the proponents of idealism include states, religious groups, non-governmental and international organizations, as well as different interest groups pursuing different courses for instance environmental and socioeconomic groups.

It is apparent that terrorism prevails in different regions in the world and is advanced by different groups, which are inclined to different agendas or ideologies. The presence of the Hezbollah terrorist group in the Middle East region and the emergence of Al Shabaab are indicators of the underlying issues of human security that need to be addressed in wholesome by actors in the international system (Lake 15-19).

According to Walter (335), the prevalence of insecurity in different regions due to acts of terrorism affects relations between states in economic and political matters. An example is giving out travel advisories by states as a result of the state of insecurity in a given state as posed by the presence of terrorist groups and the advancement of violence by the groups.

An example that can be given in this case is the de-linkage of a substantial number of states from Somalia due to the prevalence of the state of lawlessness in the country, which further encourages terrorism and sea piracy. This implies that terrorism results in a set of other complexities of states, resulting in socioeconomic and political complexities for states and affecting their status and influence in the international system.

Somalia and Pakistan have been categorized as terrorist zones. This continues to jeopardize the state of economic and social progress of these countries. The most critical question to pose concerns what other countries can do to improve the state of security in the world, and especially in the countries and regions that are prone to conflicts (Walter 335-338).

Jones and Libicki (9) observed that the mere fact that suspects of terrorism in the United States are Muslims has resulted in the tense relations between Islamic states in the world and the United States, and Western Europe in general. Relations between the United States and Islamic States have remained tense even as the United States accelerates its efforts to combat terrorism.

Even with the killing of Osama Bin Laden, who was termed as the leader of AL Qaeda, the state of insecurity as posed by danger of terrorism remains due to the prevalence of other interest groups that seek to pursue their interests in the international system. As a matter of fact, AL Qaeda is still termed as a threat to international security, which means that the group is not just possessed and driven by their leaders, but is influenced by an agenda or ideology that they want to make real.

A lot of focus by the main actors in the international system still looks into nuclear terrorism as a result of environmental extremism and the growth of different sub-forms of ecoterrorism. There are currently two conflicts between the United States and South Korea, on the one hand, and Iran on the other hand due to the development of nuclear power by these countries.

The main argument that comes out of these conflicts is that nuclear development can be diverted to the development and deployment of nuclear weapons that have far reaching impacts on human security (Jones and Libicki 11).

Policy recommendations on combating terrorism

As observed in the discussion, terrorism has evolved into different forms. In this regard, effective combat of terrorism and its subsequent threats to security in the international system requires the deployment of multi-faceted strategies.

A substantial number of antiterrorism policies have been developed as measures to combat terrorism. However, one thing that is eminent in these strategies is that they do not explore the underlying issues behind development and sustenance of terrorist groups in the world (Frey and Luechinger 509-510).

Terrorist groups have diverse ideologies, thus the use of deterrence to lock out these groups from advancing their course has failed to work. There is a need to dig deeper into the diverse strains of terrorism and their underlying factors in order to neutralize the terrorist groups. One thing that is eminent in terrorism is that terrorist groups, in one way or another, have economic, social and political agendas.

Therefore, it is critical to decentralize the decision making environment to allow incorporation of the grievances of these groups in decision making in the national and international arenas, instead of strengthening the grounds to deny the terrorist groups a chance to pursue their activities (Frey and Luechinger 513).

Countries seem to act in a unitary way in the deployment of counterterrorism measures. The diverse forms of terrorism that prevail in the globalized world today require establishment of a thick intelligence network. Such a network cannot be easily advanced by a solitary state, but it requires the cooperation of all states (Trager and Zagorcheva 87-88).

Terrorism has resounding impacts on human security across the globe. From the discussion, it can be concluded that different forms of terrorism have emerged, thus posing a challenge to states and policy makers who aim to combat terrorism.

There is need to adopt a holistic approach in counterterrorism. The implication of this is that states have to cooperate with other states, as well as the terrorist networks as a way of bringing out and addressing the underlying issues that cultivate the ground for advancement of terrorism.

Defining terrorism is a tedious and confusing task as there is a lack of consensus at the international level. However several efforts have been made in this regard.

Defining Terrorism

An agreed, comprehensive definition of terrorism has never been created by the international community. The United Nations’ attempts to define the term during the 1970s and 1980s failed mostly because of disagreements among its members over the use of violence in conflicts over self-determination and national liberation. Due to these differences, a conclusion cannot be reached.

According to the FBI: “Terrorism is the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.”

There are many causes for terrorism such as:

Political causes

Insurgency and guerrilla warfare, a type of organized conflict, were the contexts in which terrorism was first theorized. A non-state army or organization committing political violence. Because they dislike the current system, they pick terrorism. They oppose the current social structure and wish to change it.

Religious reasons

In the 1990s, experts started to claim that a brand-new sort of terrorism propelled by religious zeal was on the increase. They cited groups like Al Qaeda, the Japanese cult Aum Shinrikyo, and Christian identity movements. Religious concepts like martyrdom were viewed as especially hazardous.

Socio-Economic

According to socio-economic theories, persons who experience different types of deprivation are more likely to turn to terrorism or are more open to being recruited by groups that use terrorist tactics. Lack of political freedom, lack of access to education, and poverty are a few examples.

Types of Terrorism

The following are the various types of terrorism.

Ethno-Nationalist Terrorism

According to Daniel Byman, ethnic terrorism is the premeditated use of violence by a subnational ethnic group to further its cause. Such violence typically aims at either the establishment of a separate State or elevating one ethnic group above another.

Activities by Tamil nationalist groups in Srilanka are an example of Ethno-Nationalist terrorism.

Hoffman claims that those who engage in terrorism who are either wholly or partially driven by religious imperative view violence as a sacramental or heavenly responsibility. Religious terrorism is more destructive in nature because it adopts different justifications and modes of legitimization than other terrorist organizations.

Ideology oriented

Several ideologies have been used to legitimize terrorism. They include:

Left-Wing Extremism

The idea focuses on overthrowing the state through an armed struggle and establishing a communist state.

Right Wing Terrorism

Right-wing organizations typically aim to preserve the status quo or go back to a scenario from the past that they believe should have been preserved.

They might compel the government to seize a piece of land or to step in to defend the rights of a minority that is being “oppressed” in a neighboring nation.

State Sponsored Terrorism

State-sponsored terrorism and proxy war are as old as organized warfare itself. According to Walter Laqueur, these customs were in place in antiquity in the Eastern Empires, Rome and Byzantium, Asia, and Europe.

Impacts of Terrorism

It seriously jeopardizes global peace and security and undercuts the fundamental principles of growth, peace, and humanity. Terrorist activities not only have a catastrophic human cost in terms of lives lost or permanently changed, but they also endanger political stability and economic and social advancement.

Often, terrorist attacks disregard international boundaries.CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) materials are used in terrorist attacks that have devastating effects on infrastructure and communities.

Measures To Counter Terrorism

  • The United Nations Office of Counter-Terrorism (UNOCT) is responsible for leading and coordinating the UN system’s efforts to prevent and combat terrorism and violent extremism worldwide.
  • Under UNOCT, the UN Counter-Terrorism Centre (UNCCT) encourages global collaboration in the fight against terrorism and assists the Member States in putting the Global Counter-Terrorism Strategy into practice.
  • The United Nations Office on Drugs and Crime’s (UNODC) Terrorism Prevention Branch (TPB) is a key player in global efforts.
  • International standards are established by the Financial Action Task Force (FATF) , a global organization that monitors money laundering and terrorist funding with the goal of preventing these illicit actions and the harm they do to society.

A combined effort at the international level is the need of the hour to tackle the perils of terrorism. Terrorism of any form is unacceptable in a civilized society.

Gender equality is central to the Sustainable Development Goals (SDGs) of the United Nations (UN) – and a perennial item on the Secretary-General's annual priority list.

SDG5 calls for the world to " Achieve gender equality and empower all women and girls " by 2030.

Empowering women can boost economies and help the peace process, believes António Guterres, but it needs to happen faster.

"We are promoting women's full and equal participation and leadership in all sectors of society, as a matter of urgency," he told the UN General Assembly, outlining the agency's priorities on 7 February 2024.

It will take another 131 years to reach gender parity , according to the World Economic Forum's Global Gender Gap Report 2023.

The continued fight for women’s rights is marked each year by International Women’s Day (IWD).

What is International Women’s Day and when did it start?

IWD takes place on 8 March every year.

It began life as National Women’s Day in the United States back in February 1909. The following year, at the second International Conference of Working Women in Copenhagen, Denmark, women’s rights activist Clara Zetkin called for an international women’s day to give women a greater voice to further their demands for equal rights.

It was unanimously approved by the female attendees from 17 countries, including Finland’s first three women MPs. International Women’s Day was marked for the first time in March 1911 – and the date was fixed as 8 March in 1913. The UN celebrated it for the first time in 1975 and in 1996 it announced its first annual theme: "Celebrating the past, Planning for the Future".

How is the day marked around the world?

International Women’s Day is celebrated as a national holiday by countries across the globe, with women often given flowers and gifts – and there are IWD events in major cities worldwide .

On 8 March 1914, there was a women’s suffrage march in London, calling for women’s right to vote, at which high-profile campaigner Sylvia Pankhurst was arrested.

In 2001, the internationalwomensday.com platform was launched to reignite attention for the day, celebrate women’s achievements and continue to call for gender parity.

On the centenary in 2011, sitting US President Barack Obama called for March to be known as Women’s History Month. He said: “History shows that when women and girls have access to opportunity , societies are more just, economies are more likely to prosper, and governments are more likely to serve the needs of all their people.”

The World Economic Forum has been measuring gender gaps since 2006 in the annual Global Gender Gap Report .

The Global Gender Gap Report tracks progress towards closing gender gaps on a national level. To turn these insights into concrete action and national progress, we have developed the Gender Parity Accelerator model for public private collaboration.

These accelerators have been convened in twelve countries across three regions. Accelerators are established in Argentina, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Mexico and Panama in partnership with the Inter-American Development Bank in Latin America and the Caribbean, Egypt and Jordan in the Middle East and North Africa, and Japan and Kazakhstan in Asia.

All Country Accelerators, along with Knowledge Partner countries demonstrating global leadership in closing gender gaps, are part of a wider ecosystem, the Global Learning Network, that facilitates exchange of insights and experiences through the Forum’s platform.

What is the theme of International Women’s Day in 2024?

Each year, there are effectively two different themes: one proposed as a campaign theme by the IWD website, which this year is #InspireInclusion , and the UN's official, which this year is " Invest in women: Accelerate progress ".

UN Women and the UN's Department of Economic and Social Affairs jointly publish an annual update on the progress towards SDG5.

In the latest – Progress on the Sustainable Development Goals: The gender snapshot 2023 – they reveal there's an "alarming" $360 billion annual deficit in spending on gender-equality measures.

A gender-focused SDG stimulus package to deliver transformational results for women, girls and societies.

UN Women has outlined areas that need joint action to ensure women are not left behind:

Investing in women: A human rights issue

"Gender equality remains the greatest human rights challenge. Investing in women is a human rights imperative and cornerstone for building inclusive societies. Progress for women benefits us all."

Implementing gender-responsive financing

"Due to conflicts and rising fuel and food prices, recent estimates suggest that 75% of countries will curb public spending by 2025 . Austerity negatively impacts women and crowds out public spending on essential public services and social protection."

Shifting to a green and caring economy

"The current economic system exacerbates poverty, inequality, and environmental degradation , disproportionately affecting women and marginalized groups. Advocates for alternative economic models propose a shift towards a green and caring economy that amplifies women’s voices."

Supporting feminist change-makers

"Feminist organizations are leading efforts to tackle women’s poverty and inequality. However, they are running on empty, receiving a meagre 0.13% of total official development assistance ."

What is the state of gender parity globally?

The World Economic Forum’s Global Gender Gap Index 2023 found that, although the global parity score has recovered to pre-pandemic levels, "the overall rate of change has slowed down significantly".

The index benchmarks 146 countries across four key dimensions (Economic Participation and Opportunity, Educational Attainment, Health and Survival and Political Empowerment) and tracks progress towards closing gender gaps over time.

Of the four gaps tracked, Political Empowerment remains the largest, with only 22.1% closed – a 0.1 percentage point increase on 2022.

The gender gap in Economic Participation and Opportunity remained the second largest of the gaps, with only 60.1% closed so far (up slightly from 58% in 2022). The pandemic and the cost-of-living crisis is having a disproportionate impact on women .

The gender pay gap is the “difference between the average pay of men and women within a particular group or population” according to the Fawcett Society, which campaigns for equal pay in the UK.

Each year, the charity marks Equal Pay Day in the UK, the day of the year at which women stop earning relative to men. In 2023, that date was 22 November.

The world is facing many crises, ranging from geopolitical conflicts to soaring poverty levels and the escalating impacts of climate change. These challenges can only be addressed by solutions that empower women. By investing in women, we can spark change and speed the transition towards a healthier, safer, and more equal world for all.

Needed per year to achieve gender equality

An additional $360 billion is needed per year to achieve gender equality.

20% to boost GDP per capita could be achieved by closing the gender gap

Closing gender gaps in employment could boost GDP per capita by 20 per cent. 

300 million jobs created by 2030 by investing in care services

Closing gaps in care and expanding services with decent jobs could spark almost 300 million jobs by 2035.

If current trends continue, more than  342 million women and girls could be living extreme poverty  by 2030. To ensure women’s needs and priorities are considered, governments must prioritize gender-responsive financing and increase public spending on essential services and social protection.

Policymakers must also value, recognize, and account for the vital contribution women make to economies worldwide through paid and unpaid care work.  Women spend around three times more time on unpaid care work than men and if these activities were assigned a monetary value they would account for more than 40 per cent of GDP .

Investing in women and championing gender equality turbocharges a future where everyone in society can thrive, creating a world of boundless opportunity and empowerment for all.

It includes person or group spreading violence, riots, burglaries, rapes, kidnappings, fighting, bombings, etc. Terrorism is an act of cowardice. Also, terrorism has nothing to do with religion.
