फोर्टिफाइड चावल क्या है?
फूड सेफ्टी एंड स्टैंडर्ड्स अथॉरिटी ऑफ इंडिया (FSSAI) के निर्देशानुसार, जब किसी खाने की चीज में अलग से पोषक तत्व शामिल किए जाते हैं, तो इन्हें फोर्टिफाइड फूड कहते हैं. चावल में सूक्ष्म पोषक तत्वों को सही मात्रा में मिलाया जाता है. इन्हें फोर्टिफाइड चावल कहा जाता है. फोर्टिफाइड राइस के दाने, चावल का पाउडर और विटामिन बी12, फॉलिक एसिड और आयरन जैसे सूक्ष्म पोषक तत्वों को सही मात्रा में मिलाकर बनाया जाता है.
कैसे तैयार किए जाते हैं फोर्टिफाइड चावल
साधारण चावल पर पोषक तत्वों की एक परत चढ़ाई जाती है. इसके अलावा इसे पीसकर भी इसमें सूक्ष्म तत्वों को मिलाया जा सकता है. फिर इन्हें मशीन की मदद से चावल का आकार देकर सुखाया जाता है. इस प्रक्रिया से फोर्टिफाइड राइस तैयार हो जाता है. इसके बाद इसे आम चावलों में मिला दिया जाता है. FSSAI के मुताबिक, 1 किलो आम चावल में 10 ग्राम फोर्टिफाइड राइस मिलाया जाता है.
क्यों जरूरी है फोर्टिफाइड राइस
विशेषज्ञों का मानना है कि आमतौर पर चावल की फसल मिलिंग और प्रोसेसिंग प्रक्रिया से गुजरती है तो उस दौरान मौजूद सूक्ष्म पोषक तत्वों की परत हट जाती है. लेकिन ब्लैंडिंग प्रक्रिया से होने वाले फोर्टिफाइड राइस में ये सभी गुण सुरक्षित रहते हैं. फोर्टिफाइड राइस स्वास्थ्य के लिए बेहद जरूरी है. क्योंकि इसमें पोषण युक्त तत्व पाए जाते है. वहीं एनीमिया, कुपोषण व अन्य गंभीर बीमारियों को ठीक किया जा सके. इसलिए फोर्टिफाइड चावल को खाया जाता है. वहीं सरकार भी फोर्टिफाइड राइस के उपभोग को लेकर प्रोत्साहित कर रही है. राइस फोर्टिफिकेशन योजना के तहत फोर्टिफाइड राइस वितरण को लेकर ठोस कदम उठाए जा रहे हैं.

क्या होता है फोर्टिफाइड चावल (Fortified Rice) और कैसे तैयार होता है
फोर्टिफाइड राइस का मतलब है, पोषणयुक्त चावल. इसमें आम चावल की तुलना में आयरन, विटामिन बी-12, फॉलिक एसिड की मात्रा अधिक है. इसके अलावा जिंक, विटामिन ए, विटामिन बी वाले फोर्टिफाइड राइस भी विशेष तौर पर तैयार किए जा सकते हैं. Fortified rice को आम चावल में मिलाकर खाया जाता है. Fortified rice देखने में बिल्कुल आम चावल जैसे ही लगते हैं. इनका स्वाद भी बेहतर होता है. भारत के फूड सेफ्टी रेग्युलेटर FSSAI के मुताबिक Fortified rice खाने से भोजन में पोषक तत्वों की मात्रा बढ़ जाती है और स्वास्थ्य अच्छा रहता है.

फोर्टिफाइड राइस कैसे तैयार किया जाता है?
फोर्टिफाइड चावलों को मिलों में बनाया जाता है. इस दौरान इनमें सूक्ष्म पोषक तत्वों, विटामिन और खनिजों की मात्रा को कृत्रिम तरीके से बढ़ाया जाता है. इसके लिए कोटिंग, डस्टिंग और एक्सट्रूजन (उत्सारण) जैसी तकनीक अमल में लाई जाती हैं. पहले सूखे चावल को पीसकर आटा बनाया जाता है. फिर उसमें सूक्ष्म पोषक तत्व मिलाए जाते हैं. पानी के साथ इन्हें अच्छे से मिक्स किया जाता है. फिर मशीनों की मदद से सुखाकर इस मिक्स्चर को चावल का आकार दिया जाता है, जिसे फोर्टिफाइड राइस कर्नेल (FRK) कहा जाता है. तैयार होने के बाद इन्हें आम चावलों में मिला दिया जाता है. FSSAI के नियम कहते हैं कि इसे 1:100 के अनुपात में मिलाया जाता है, मतलब 1 किलो चावल में 10 ग्राम फोर्टिफाइड राइस मिलाए जाते हैं.
फोर्टिफाइड राइस में कौन से पोषक तत्व होते हैं?
एक किलो फोर्टिफाइड राइस (Fortified rice) में आयरन (28-42.5 मिलीग्राम), फॉलिक एसिड (75-125 माइक्रोग्राम), विटामिन बी12 (0.75-1.25 माइक्रोग्राम) होता है. इसके साथ ही FSSAI ने जिंक (10-15 मिलीग्राम), विटामिन ए (500-700 माइक्रोग्राम), विटामिन बी1 (1-1.5 एमजी) विटामिन बी2 (1.25-1.75 एमजी), विटामिन बी3 (12.3-20 एमजी) और विटामिन बी6 (1.5-2.5 एमजी) से भी चावलों को फोर्टिफाइड करने की गाइडलाइंस जारी की है. एक बार तैयार होने के बाद Fortified rice को 12 महीने तक खाया जा सकता है.

फोर्टिफाइड चावल की लंबाई 5 मिलीमीटर और चौड़ाई 2.2 मिलीमीटर से ज्यादा नहीं होती. ऐसे में ये दिखने में आम चावल जैसे ही लगते हैं. हालांकि सरकार ने इन चावलों की अलग से पहचान का भी इंतजाम किया है. इनके पैकेट पर +F का लोगो बना रहता है और लिखा भी रहता कि इसे फोर्टिफाइड किया गया है. फोर्टिफाइड चावल को पकाने के लिए भी कोई अलग तरीका नहीं अपनाना पड़ता. आम चावल की तरह इन्हें धोकर उबालकर पकाकर खाया जा सकता है.

कुपोषण मुक्त भारत के लिए पीएम मोदी की बड़ी योजना है फोर्टिफाइड राइस, जानें क्या है ये और इसे खाने के फायदे
Nutrition Week 2021 के तहत आज हम जानेंगे कि प्रधानमंत्री मोदी की फोर्टिफाइड चावल वितरण योजना के बारे में और इससे होने वाले स्वास्थ्य लाभ।
ग्लोबल हंगर इंडेक्स (Global Hunger Index), जो कि दुनिया भर में भूख और कुपोषण को लेकर देशों की रैंकिंग करता है उसमें भारत कुल 107 देशों में 94 पायदान पर है। यानी कि भारत में अब भी एक बड़ी आबादी भुखमरी से पीड़ित है और कुपोषित है। इसे देखते हुए प्रधान मंत्री नरेंद्र मोदी (PM Modi) ने अपने स्वतंत्रता दिवस भाषण में कुपोषण से स्वतंत्रता प्राप्त करने के लिए एक महत्वपूर्ण घोषणा की। उन्होंने गरीब महिलाओं और बच्चों में कुपोषण और आवश्यक पोषक तत्वों की कमी को दूर करने के लिए घोषणा की है कि 2024 तक राशन की दुकानों से लेकर मिड डे मील तक में सभी को फोर्टिफाइड चावल वितरित (fortified rice distribution scheme) किए जाएंगे। पर क्या आप जानते हैं कि फोर्टिफाइड राइस (fortified rice in hindi) क्या है, कैसे बनता है और इसे खाने के क्या फायदे हैं। आइए हम आपको बताते हैं इसके बारे में विस्तार से।
फोर्टिफाइड चावल क्या है -What is fortified rice in hindi?
भारतीय खाद्य सुरक्षा और मानक प्राधिकरण (FSSAI) के अनुसार फोर्टिफिकेशन का मतलब है भोजन में आवश्यक सूक्ष्म पोषक तत्वों (माइक्रोन्यूट्रिएंट्स) की सामग्री को बढ़ाना। ताकि भोजन की पोषण गुणवत्ता में सुधार हो शरीर को वे पोषक तत्व मिल पाएं जो कि कुपोषण को दूर करे। इसे आसान शब्दों में समझें तो, इसमें अनाज को पीस कर ऊपर से पोषक तत्व मिलाए जाते हैं। इसी तर्ज पर राइस फोर्टिफिकेशन (rice fortification) में नियमित चावल में माइक्रोन्यूट्रिएंट्स को जोड़ने की एक प्रक्रिया है। ये पोषक तत्व आहार आवश्यकताओं को ध्यान में रखते हुए जोड़ा जाता है।
फोर्टिफाइड चावल कैसे बनता है?
चावल के फोर्टिफिकेशन में कोटिंग और डस्टिंग जैसे कई तकनीकों की मदद ली जाती है। जैसे कि अनाज को पीस कर उसनें ऊपर से माइक्रोन्यूट्रिएंट्स मिलाए जाते हैं। यही चावल के साथ भी किया जाता है। इसमें चावल को पीसकर पाउडर तैयार कर इसमें माइक्रोन्यूट्रिएंट्स जोड़े जाते हैं। उसके बाद इस फोर्टिफाइड चावल के मिश्रण को फिर से चावल के आकार में बदला जा सकता है, जिसे ‘फोर्टिफाइड राइस कर्नेल’ (FRK) कहा जाता है। इस परियोजना के तहत फोर्टिफाइड राइस कर्नेल (FRK) को सामान्य चावल के साथ 1: 100 के अनुपात में मिलाया जाता है और इसके बाद इसे सार्वजनिक वितरण प्रणाली (Public distribution system) और मिड डे मील (mid day meal scheme) के तहत लोगों में बांटा जाएगा।
फोर्टिफाइड चावल की न्यूट्रिशनल वैल्यू
FSSAI के मानदंडों के अनुसार, 1 किलो फोर्टिफाइड चावल में शामिल होंगे
- -28 mg-42.5 mg आयरन
- -75-125 mg फोलिक एसिड
- -0.75-1.25 mg विटामिन B-12
- -10-15 mg जिंक
- - विटामिन ए
- -विटामिन बी-6

1. कुपोषण दूर करने में मददगार.
भारत में महिलाओं और बच्चों में कुपोषण का स्तर बहुत अधिक है। ऐसे में फोर्टिफाइड चावल महिलाओं और बच्चों में कुपोषण दूर करेगा और उनमें माइक्रोन्यूट्रिएंट्स की कमी से होने वाली बीमारियों को दूर करेगा। साथ ही ये शरीर में विटामिन ए, विटामिन बी-6 और जिंक जैसे जरूरी तत्वों की पूर्ति करेगा जिससे उनके शरीर और मस्तिष्क दोनों का विकास हो।
2. एनीमिया दूर करेगा

PM Narendra Modi Announcement- Fortified Rice will be Given to Public: कृषि आधारित अर्थव्यवस्था वाले हमारे देश में लगभग हर दूसरी महिला एनीमिया से जूझ रही है, जबकि हर चौथा बच्चा कुपोषण से ग्रसित है. आंकड़े बताते हैं कि 70 फीसदी लोगों को जरूरी पोषक तत्वों का 50 फीसदी भी नहीं मिल पाता है. कुपोषण के कारण देश में 5 वर्ष तक के बच्चों की 68 फीसदी आबादी जिंदा नहीं रह पाती. 5 वर्ष से पहले ही उनकी मौत हो जाती है.
कुपोषण की वजह से प्रोडक्टिविटी, बीमारी और मृत्यु से सालाना 7400 करोड़ रुपये के बराबर क्षति होती है. कुपोषण के कारण शारीरिक रूप से कमजोर लोग, एक स्वस्थ व्यक्ति की तुलना में 20 फीसदी कम कमाई कर पाने के लायक रहते हैं. ऐसे में भारत जैसे विकासशील देश के लिए कुपोषण एक गंभीर समस्या है. इसी चुनौती से लड़ने के लिए केंद्र सरकार ने गरीबों को फाेर्टिफाइड राइस यानी पोषणयुक्त चावल दिए जाने की बात कही है.
पीएम मोदी ने की है घोषणा
15 अगस्त को स्वतंत्रता दिवस के अवसर पर प्रधानमंत्री नरेंद्र मोदी ने गरीबों को फोर्टिफाइड चावल दिए जाने की बात कही है. उन्होंने कहा कि देश के हर गरीब व्यक्ति तक पोषण पहुंचाना भी सरकार की प्राथमिकता है. केंद्र सरकार अपनी अलग योजना के तहत जो चावल गरीबों को देती है उसे पोषणयुक्त चावल दिया जाएगा.
स्वतंत्रता दिवस पर आयोजित राष्ट्रीय समारोह में उन्होंने कहा कि गरीबों को जो चावल दिया जाएगा, उसे सरकार फोर्टिफाई करेगी. लोगों को पोषणयुक्त चावल मिलेगा. यह चावल चाहे राशन की दुकान पर मिले, चाहे मिड-डे मील में या चाहे साल 2024 तक आने वाली किसी अन्य योजना के माध्यम से मिले, यह सारा चावल फोर्टिफाइड होगा.
क्या होता है फोर्टिफाइड राइस?
फोर्टिफाइड राइस का मतलब है, पोषणयुक्त चावल. इसमें आयरन, विटामिन B-12, फॉलिक एसिड जैसे पोषक तत्व पर्याप्त मात्रा में होते हैं. पोषक तत्वों की भरपूर मात्रा की वजह से फोर्टिफाइड राइस की न्यूट्रीशनल वैल्यू भी काफी ज्यादा होती है. यानी इस चावल का सेवन करने वाले लोग कुपोषण का शिकार नहीं होंगे. सरकार का उद्देश्य भी यही है. कुपोषण दूर करने के लिए ही तो केंद्र सरकार ने फोर्टिफाइड राइस को जरिया बनाने का निर्णय लिया है.
कैसे तैयार होता है फोर्टिफाइड चावल?

फोर्टीफाइड चावल का इस्तेमाल कर से रोग प्रतिरोधक क्षमता मजबूत होती है। अर्थात इम्यूनिटी बूस्टर की तरह फोर्टीफाइड चावल काम करता है। इसमें आयरन, फोलिक एसिड, विटामिन बी, जिंक जैसे तत्व होते हैं। जो इम्यून सिस्टम को मजबूत बनाते हैं और शरीर बीमारियों से बचा रहता है। फोलिक एसिड महिलाओं के लिए सबसे जरूरी न्यूट्रिएंट्स माना जाता है।
फोलिक एसिड शरीर की कोशिकाओं का विकास करता है। यह रेड ब्लड सेल्स को बनाने में मदद करता है। जिससे फेफड़ा शरीर के सभी अंगों तक ऑक्सीजन पहुंचाने में सक्षम होता है और शरीर अंदरुनी रूप से स्वस्थ बनता है। इस तरह से फोलिक एसिड हमारे शरीर के सभी सेल्स को स्वस्थ बनाता है।
फोर्टीफाइड चावल कैसे खाया जाता है ( How to eat fortified rice in Hindi ) :-
फोर्टीफाइड चावल के नाम से ज्यादातर लोगों को यही लगता है कि यह सामान्य चावल से अलग है। इसलिए इसे अलग तरीके से खाया जाता होगा। लेकिन ऐसा कुछ भी नहीं है यहां नॉर्मल चावल की तरह ही खाया जाता है।
इसे पकाने के लिए भी किसी विशेष प्रक्रिया की जरूरत नहीं होती है। बस फोर्टीफाइड चावल को बनाने के लिए बनाने से पहले सामान्य चावल की तरह अच्छे से साफ करें। स्वच्छ पानी में इसे अच्छे से धो लें। चावल की मात्रा के अनुसार पानी डालें और पकाएं।
फोर्टीफाइड चावल में पोषक तत्वों की मौजूदगी की वजह से यह कुपोषण से लड़ने में मददगार है। इसी उम्मीद से प्रधानमंत्री नरेंद्र मोदी ने भारत में फोर्टीफाइड चावल वितरित करने की योजना सार्वजनिक वितरण प्रणाली व मिड डे मील के तहत बनाई है। जिससे भारत कुपोषण और भुखमरी से लड़ सके और दुनिया के सामने एक स्वस्थ्य देश के रूप में उभर सके।

नई दिल्ली. भारत में कुपोषण एक गंभीर समस्या है. 113 देशों के ग्लोबल फूड सिक्योरिटी इंडेक्स में भारत का नंबर 2021 में 71वां था. खाद्य मंत्रालय के मुताबिक, देश में औसतन हर दूसरी महिला में खून की कमी है और हर तीसरा बच्चा कमजोर है. कुपोषण की इसी स्थिति को दूर करने के लिए केंद्र सरकार ने एक महत्वाकांक्षी अभियान शुरू किया है, जिसके तहत मिड डे मील और राशन आदि में फोर्टिफाइड राइस को बढ़ावा दिया जा रहा है. ये फोर्टिफाइड राइस क्या होता है, कैसे तैयार होता है और इसके क्या फायदे हैं, आइए बताते हैं.
फोर्टिफाइड चावल होता क्या है? फोर्टिफाइड चावल का मतलब है, पोषकयुक्त चावल. इसमें आम चावल की तुलना में आयरन, विटामिन बी-12, फॉलिक एसिड ज्यादा होता है. इसके अलावा जिंक, विटामिन ए, विटामिन बी वाले फोर्टिफाइड चावल भी तैयार किए जाते हैं. इन्हें आम चावलों में मिलाकर खाया जाता है. ये देखने में बिल्कुल आम चावलों जैसे ही लगते हैं. इनका स्वाद भी बेहतर बताया जाता है. फूड सेफ्टी रेग्युलेटर FSSAI के मुताबिक, इन्हें खाने से भोजन में पोषक तत्वों की मात्रा बढ़ जाती है और स्वास्थ्य अच्छा रहता है.
इसे तैयार कैसे किया जाता है? फोर्टिफाइड चावलों को मिलों में बनाया जाता है. इस दौरान इनमें सूक्ष्म पोषक तत्वों, विटामिन और खनिजों की मात्रा को कृत्रिम तरीके से बढ़ाया जाता है. इसके लिए कोटिंग, डस्टिंग और एक्सट्रूजन (उत्सारण) जैसी तकनीक अमल में लाई जाती हैं. पहले सूखे चावल को पीसकर आटा बनाया जाता है. फिर उसमें सूक्ष्म पोषक तत्व मिलाए जाते हैं. पानी के साथ इन्हें अच्छे से मिक्स किया जाता है. फिर मशीनों की मदद से सुखाकर इस मिक्स्चर को चावल का आकार दिया जाता है, जिसे फोर्टिफाइड राइस कर्नेल (FRK) कहा जाता है. तैयार होने के बाद इन्हें आम चावलों में मिला दिया जाता है. FSSAI के नियम कहते हैं कि इसे 1:100 के अनुपात में मिलाया जाता है, मतलब 1 किलो चावल में 10 ग्राम फोर्टिफाइड राइस मिलाए जाते हैं.
इसे खाने से क्या फायदा होता है? फोर्टिफाइड चावल में पोषक तत्वों की भरपूर मात्रा होती है. इंडियन एक्सप्रेस की रिपोर्ट के मुताबिक, एक किलो फोर्टिफाइड चावल में आयरन (28 से 42.5 मिलीग्राम), फॉलिक एसिड (75 से 125 माइक्रोग्राम), विटामिन बी12 (0.75 से 1.25 माइक्रोग्राम) होता है. इसके अलावा FSSAI ने जिंक (10 से 15 मिलीग्राम), विटामिन ए (500-700 माइक्रोग्राम), विटामिन बी1 (1-1.5 एमजी). विटामिन बी2 (1.25-1.75 एमजी), विटामिन बी3 (12.3-20 एमजी) और विटामिन बी6 (1.5-2.5 एमजी) से भी चावलों को फोर्टिफाइड करने की गाइडलाइंस जारी की हैं. एक बार तैयार होने के बाद इसे 12 महीने तक खाया जा सकता है.
आम चावल और फोर्टिफाइड में फर्क कैसे करें? खाद्य मंत्रालय का मिलों को निर्देश है कि फोर्टिफाइड चावलों की लंबाई 5 मिलीमीटर और चौड़ाई 2.2 मिलीमीटर से ज्यादा नहीं होनी चाहिए. ऐसे में ये दिखने में आम चावल जैसे ही लगते हैं. हालांकि सरकार ने इन चावलों की अलग से पहचान का भी इंतजाम किया है. इनके पैकिट पर +F का लोगो बना रहता है और लिखा भी रहता कि इसे फोर्टिफाइड किया गया है. फोर्टिफाइड चावलों को पकाने के लिए भी कोई अलग तरीका नहीं अपनाना पड़ता. आम चावलों की तरह इन्हें धोकर उबालकर पकाकर खाया जा सकता है.
इसे तैयार करने में कितना खर्च आता है? पिछले साल पीएम मोदी ने जब स्वतंत्रता दिवस पर इसका ऐलान किया था, तब लगभग 2700 मिलों में फोर्टिफाइड चावलों के मिक्सिंग प्लांट लगाए जा चुके थे. मंत्रालय के मुताबिक, 14 प्रमुख राज्यों में 13.67 लाख टन क्षमता से पैदावार हो रही है. फोर्टिफाइड चावल बनाने के लिए मिलों में कुछ तब्दीलियां करनी पड़ती हैं. मिक्सिंग प्लांट लगाने पड़ते हैं. मंत्रालय का अनुमान है कि 4 से 5 टन प्रति घंटे की क्षमता वाले प्लांट के लिए 15 से 20 लाख रुपये का खर्चा आता है. एक किलो फोर्टिफाइड चावल बनाने में औसतन 60 पैसे का खर्च बैठता है.

PM Modi in his Independence Day announced that the rice distributed under various government schemes like Public Distribution System (PDS) and Mid-Day meal will be fortified by 2024.
Fortification of Rice and Public Distribution System
- It is a pilot scheme sponsored by the Central Government.
- It has the budget outlay of INR 174.6 crore.
- A total of 130 lakh metric tonnes of food grain is being provided to 112 districts identified.
- The rice would be distributed through various schemes like PDS, MDM and Integrated Child Development Schemes (ICDS).
- The quantity of the fortified rice would be scaled up to at least 350 LMT.
- This covers the entire PDS rice supply lines across the country.
- An additional 31 LMT of rice is supplied through ICDS and MDM which would help 8.5 crore beneficiaries under the ICDS and 10.4 crore under MDM.
- This means 381 LMT of rice needs to be fortified.

What is meant by Fortification?
As per the WHO, the process of increasing the content of an essential micronutrient, mainly vitamins or minerals, in any food item that can help in the improvement of its nutritional value and provide public health benefits at minimal cost is called fortification.
Fortification: Requirement in India
Micro nutrient malnutrition is basically the shortage of essential vitamins and minerals. This affects people frequently but does not show any clinical symptoms. However the consequences are long lasting hence it is called hidden hunger. Fortification would end this thing.
Hidden hunger makes the people more prone to infectious diseases, hampers their growth physically as well as mentally and increases the risk of premature death along with various other ailments
Also India is home to about 60% of world's anaemic preschool children and b also 50% of anaemic pregnant women, which makes fortification all the more necessary.
As per the report of National Nutrition Monitoring, more than 50% of the population across any age group consumes less than 50% of the iron, zinc, vitamin A, folate and Vitamin B.
Observer research Foundation suggests that every dollar spent on nutritional interventions in India could generate 34.1-38.6 UDS in the public economy. This is three times the global average.

Explained: What is fortified rice, and how is it prepared?

The Union Cabinet on Friday (April 8) approved a scheme to distribute fortified rice under government programmes. Food Corporation of India and state agencies have already procured 88.65 LMT (lakh tonnes) of fortified rice for supply and distribution.
In last year’s Independence Day speech, Prime Minister Narendra Modi had announced the fortification of rice distributed under various government schemes, including the public distribution system (PDS) and midday meals in schools, by 2024.
What is rice fortification?
The Food Safety and Standards Authority of India (FSSAI) defines fortification as “deliberately increasing the content of essential micronutrients in a food so as to improve the nutritional quality of food and to provide public health benefit with minimal risk to health”.

Various technologies are available to add micronutrients to regular rice, such as coating, dusting, and ‘extrusion’. The last mentioned involves the production of fortified rice kernels (FRKs) from a mixture using an ‘extruder’ machine. It is considered to be the best technology for India.
The fortified rice kernels are blended with regular rice to produce fortified rice.
How does the extrusion technology to produce FRK work?
Dry rice flour is mixed with a premix of micronutrients, and water is added to this mixture. The mixture is passed through a twin-screw extruder with heating zones, which produces kernels similar in shape and size to rice. These kernels are dried, cooled, and packaged for use. FRK has a shelf life of at least 12 months.
As per guidelines issued by the Ministry of Consumer Affairs, Food and Public Distribution, the shape and size of the fortified rice kernel should “resemble the normal milled rice as closely as possible”. According to the guidelines, the length and breadth of the grain should be 5 mm and 2.2 mm respectively.
But why does rice have to be fortified in the first place?
India has very high levels of malnutrition among women and children. According to the Food Ministry, every second woman in the country is anaemic and every third child is stunted.
Fortification of food is considered to be one of the most suitable methods to combat malnutrition. Rice is one of India’s staple foods, consumed by about two-thirds of the population. Per capita rice consumption in India is 6.8 kg per month. Therefore, fortifying rice with micronutrients is an option to supplement the diet of the poor.
What are the standards for fortification?
Under the Ministry’s guidelines, 10 g of FRK must be blended with 1 kg of regular rice.
According to FSSAI norms, 1 kg of fortified rice will contain the following: iron (28 mg-42.5 mg), folic acid (75-125 microgram), and vitamin B-12 (0.75-1.25 microgram). Rice may also be fortified with zinc (10 mg-15 mg), vitamin A (500-750 microgram RE), vitamin B-1 (1 mg-1.5 mg), vitamin B-2 (1.25 mg-1.75 mg), vitamin B-3 (12.5 mg-20 mg) and vitamin B-6 (1.5 mg-2.5 mg) per kg.
Does fortified rice have to be cooked differently?
The cooking of fortified rice does not require any special procedure. The rice needs to be cleaned and washed in the normal way before cooking. After cooking, fortified rice retains the same physical properties and micronutrient levels as it had before cooking.
What is India’s capacity for fortification?
At the time of the PM’s announcement last year, nearly 2,700 rice mills had installed blending units for production of fortified rice, and India’s blending capacity stood at 13.67 lakh tonnes in 14 key states, according to figures provided by the Ministry. FRK production had increased rapidly from 7,250 tonnes to 60,000 tonnes within 2 years.

The cost of upgrading an existing rice mill varies in accordance with the volume of fortified rice produced. An investment of Rs 15-20 lakh would be required to upgrade a rice mill of operating capacity 4-5 tonnes/hour, the Ministry had said last year. The Ministry had estimated that the cost of producing FRK with iron, folic acid, and vitamin B-12 would be around Rs 0.60 per kg.
How can a beneficiary distinguish between fortified rice and regular rice?
Fortified rice will be packed in jute bags with the logo (‘+F’) and the line “Fortified with Iron, Folic Acid, and Vitamin B12”.

Fortification is the practice of deliberately increasing the content of an essential micronutrient, i.e. vitamins and minerals (including trace elements) in a food, so as to improve the nutritional quality of the food supply and provide a public health benefit with minimal risk to health. Rice fortification is the practice of increasing the content of essential micronutrients in rice and to improve the nutritional quality of the rice.
Why Rice Fortification?
Rice is the world’s most important staple food. An estimated 2 billion people eat rice every day, forming the mainstay of diets across large of Asia and Africa.
Regular milled rice is low in micronutrients and serves primarily as a source of carbohydrate only . The fortification of rice is a major opportunity to improve nutrition .
Fortified rice are contains Vitamin A, Vitamin B1, Vitamin B12, Folic Acid, Iron and Zinc.
Food fortification in India:
Food Safety and Standards Authority of India (FSSAI) has formulated a comprehensive regulation on fortification of foods namely ‘ Food Safety and Standards (Fortification of Foods) Regulations, 2016 ’. These regulations set the standards for food fortification and encourage the production, manufacture, distribution, sale and consumption of fortified foods. The regulations also provide for specific role of FSSAI in promotion for food fortification and to make fortification mandatory. This sets the premise for the national summit on fortification of food.

269 districts in 27 states distributing Fortified Rice under Targeted Public Distribution System
18227 rice mills having blending infrastructure as of date; 11 times increase in cumulative blending capacity compared to 2021 cumulative annual fortified rice kernel (frk) manufacturing capacity increases to more than 18 folds.
A total of 269 districts in 27 states have started distributing fortified rice under Targeted Public Distribution System (TPDS), achieving a 100% target set for Phase II by March 2023 in Rice Fortification Programme, informed Shri Sanjeev Chopra, Secretary Department of Food and Public Distribution while addressing media persons here today.
He added that about 105 LMT of Fortified Rice was lifted by Phase II targeted 27 States/UTs for PDS distribution. In addition, about 29 LMT was lifted by the States/UTs under ICDS and PM POSHAN in Phase II, making a total of about 134 LMT fortified rice lifted in the FY 2022-23. Now under Phase III, the department is geared to complete the coverage of all remaining districts excluding wheat-consuming ones before the targeted date of March 2024.
Phase-I covered ICDS and PM POSHAN. It was implemented during 2021-22 and nearly 17.51 LMT had been distributed in the States/UTs.
Consequent to the announcement by the Hon’ble PM in his address on the 75th Independence Day (15th August 2021) for supplying Fortified Rice in every Social Safety Net Scheme of the Government of India throughout the country by 2024 in a phased manner, steady progress has been made during the last two years.
Meanwhile, the number of rice mills having blending infrastructure has increased from 2690 to 18227 from August 2021 to March 2023 with more than 11 times increase in cumulative blending capacity from 13.67 LMT to 156 LMT.
The cumulative annual Fortified Rice Kernel (FRK) manufacturing capacity has increased more than 18 folds from 0.9 LMT (34 FRK Manufacturing) in August 2021to 17 LMT (More than 400 FRK manufacturers).
FSSAI notified, NABL accredited Labs for testing of fortificants have increased to 48 from 20 in August 2021. FCI and State agencies of DCP states have been procuring fortified rice since KMS 2020-21 and nearly 217 LMT of fortified rice is currently available as on 19th March 2023 with the FCI/states.
The Department has also developed Standard Operating Procedure (SoP) for adherence of Quality Assurance (QA) & Quality Control (QC) protocols on the production and distribution of fortified rice/ FRKs.
FSSAI the regulatory/licensing authority for food fortification, has drafted Standards for FRK, Pre-mix and provided the direction to all the stakeholders for operationalization of draft standards with immediate effect.
Continuous efforts are being made to educate the public about the nutritional benefits of fortified rice through IEC campaigns, involving FSSAI, experts and Development Partners.

Why fortified rice?
- Rice is a staple food for more than half of the global population, providing more than 20% of the world’s calorie intake. 1
- Rice is widely consumed in many developing countries, where ‘hidden hunger’ is an issue. This offers a unique opportunity for nutrition improvement in the form of rice fortification.
- There are multiple factors to consider when developing sustainable and effective rice fortification programs, which have a positive impact on public health, including which vitamins and nutrients to include and at which level, the how to integrate fortification into the rice supply chain, and ensuring it meets all regulatory requirements.
A global need for nutrients
As one of the world’s most widely consumed foods, rice plays a significant role in many diets around the globe. In low income countries, it can make up to 70% of an individual’s calorie intake. 2 Though it is a great source of energy, it is a poor source of micronutrients and has a low overall nutritional value beyond carbohydrates and protein. This is because the milling process that produces white rice removes the fat, as well as the more nutrient-rich bran layers. Parboiled rice, brown rice and bio-fortified rice (for example high-zinc rice) are more nutritious compared to white rice in one or a few essential micronutrients. This is due to different paddy processing or utilizing more nutritious rice varieties. Parboiled rice is also fortified at scale to make it more nutritious, and brown and bio-fortified rice can also be further fortified to close the nutrient gap. In this article the focus will be on post-harvest rice fortification – the addition of several essential vitamins, minerals and potentially other nutrients to make any rice variety more nutritious post-harvest and after paddy processing.
Vitamin and mineral deficiencies are also an issue outside of low-income countries, affecting most regions worldwide at varying levels. While malnutrition is often associated with those not consuming enough calories, the lack of essential vitamins and minerals in ample or high calorie diets is a prominent issue, known as ‘ hidden hunger ’.
The popularity of rice presents an opportunity to fill the nutrient gap in rice-eating populations worldwide by increasing the nutritional value of rice. A wide variety of vitamins, minerals and other nutrients such as amino acids and fibers can be added post-harvest to effectively address malnutrition and contribute to Sustainable Development Goal 2 (SDG2).
A growing number of countries have mandated rice fortification and are fortifying rice distributed through social safety nets (for example school feeding), or have set voluntary rice fortification standards to address hidden hunger.
Methods to make rice more nutritious
Rice can be made more nutritious by adding vitamins, minerals and other nutrients to replenish micronutrients lost in the milling process and reinforce its nutritional value. Fortifying rice can then help close the nutrient gap by adding to the rice essential nutrients that are lacking in the diet. This can be done without impacting the appearance, taste or cooking practices of the rice, depending on the technology used to fortify the rice.
There are different methods to make rice more nutritious post-harvest:
- Dusting – this is where rice kernels are dusted with a micronutrient powder, relying on an electrostatic force to bind the dry powder to the surface of the grain. Fortified rice produced by dusting cannot be washed or cooked in excess of water.
- Coating – a method that involves the use of a fortificant mix and ingredients such as wax or gum to ‘fix’ the micronutrient layer being sprayed onto rice. The produced fortified kernels are blended with regular rice, typically at 0.5 – 2% ratio.
- Hot or warm extrusion – hot extrusion is considered the most robust method of rice fortification, supported by extensive evidence base to have a positive impact on micronutrient deficiencies. Broken rice grains are ground into rice flour, then mixed with water and the required nutrients to produce a dough. The fortified dough is then passed through an extruder to produce the fortified kernels, which are then blended with regular rice typically at 0.5-2% ratio. The temperature at which the extrusion takes place determines if we speak of hot or warm extrusion and has an influence on the rice starch gelatinization and thus firmness of the produced fortified kernels.
Selecting an appropriate technology and fortificant forms to fortify rice post-harvest is crucial to successfully improve micronutrient health. In countries where rice is frequently washed, soaked or cooked in excess water, dusting will not be effective, and a coating technology needs to be rinse resistant to be effective. To have a positive health impact, fortified rice needs to have good:
- Stability during transport and storage
- Retention during cooking & preparation
- Consumer acceptability
- Absorption by the body of the used micronutrients
Hot extrusion is supported by a robust evidence base and shows excellent consumer acceptability. The fortified rice looks, cooks and tastes the same as non-fortified rice.

Benefits of fortification and beyond
The overarching purpose of fortified rice is to meet nutritional goals for the end consumer, but in order for nutritional programs to reach their full benefit, fortification programs need to meet certain requirements in order to be effective.
- Ease of use – this is one of the biggest benefits. As a widely used staple food, it is simple to replace standard rice with fortified rice to boost the nutritional profile of a simple diet. With certain methods of fortification, consumer usage is key in effectiveness. However, advances in fortification technologies, such as the use of hot extrusion, also ensure the added high-quality micronutrients remain stable without requiring a behavior change or further education for the end consumer.
- Cost - the specific costs of fortified rice depend on several factors, such as the scale of the operation and the blending ratio of fortified to non-fortified kernels - most commonly 0.5-2%. However, rice fortification costs are small compared to the wide-reaching benefits. The cost impact is around 0.5-3%, depending on the nutrition profile and scale. Yet such strategies can help tackle malnutrition at both population and personal level.
- Consistency for consumers - it looks, cooks, and tastes the same as non-fortified rice, which means no changes in consumer's dietary habits but with extra health benefits!. This is therefore a great asset especially in a context where awareness and education on both nutrition and usage of fortified rice are lacking.
- Market differentiation for brands – fortified rice can also be customized for specific needs. It presents a solution for health-conscious consumers looking for new ways to reach specific health benefits.
- Reducing micronutrient deficiencies for governments and schools - for governments, mandatory rice fortification can support a country to significantly reduce micronutrient deficiencies (MNDs), though this does rely heavily on successful and wide-reaching implementation and is very challenging when the rice milling landscape is highly fragmented. There’s also the opportunity to build fortified rice into school feeding programs and government social safety nets, offering the same benefits on a smaller scale, but targeting vulnerable populations at high risk of deficiencies.
Case study: fortification in practice
Fortification itself is not a new concept. It has served as a popular method of improving public health for about 100 years. While over 30 to 35% of industrially milled wheat and maize flour is fortified worldwide, efforts to fortify rice are relatively new. About 4% of industrially milled rice is fortified today. Due to the growing pool of scientific evidence supporting the positive effects of rice fortification, this percentage has increased from 1.5% to 4% over the last 3 years and is expected to continue to grow substantially in the coming years.
Rice fortification is currently compulsory in eight countries, including the US with six states.
Since 2001, all rice in Costa Rica is required to be fortified with vitamins B₁ (thiamin), B₃ (niacin), B₁₂ (cobalamin), E, folic acid, selenium and zinc. This, alongside fortification of other food vehicles such as salt, wheat flour, and milk, is considered to have significantly helped improve the nation’s micronutrient status.
As a result of the wider fortification program, micronutrient status has improved across Costa Rica, and the country has seen reductions in conditions associated with micronutrient deficiencies, such as anemia and neural tube defects.
The success of Costa Rica’s rice fortification program is due to a combination of factors. Its experience in, and understanding of, fortification for other foods is key, as is its capability to implement fortification due to its industrialized rice industry, alongside the government's commitment to the scheme. Moreover, there are performing quality control and tracking mechanisms in place. Resulting in the positive public health impact which can be contributed to the fortified rice consumption.

Fortified Rice: The Union Government has published a Standard Operating Procedure (SOP) to ensure the efficient execution of its distribution program for rice fortification. Days after a fact-finding committee claimed that the fortified rice being supplied in Jharkhand was negatively affecting the area’s tribal inhabitants, the SOP was made public. In order to combat anaemia, the Union Government began a trial program in 2019 that involved the distribution of fortified rice for three years through the Public Distribution System (PDS). The Union Cabinet approved the distribution of enriched rice under several government programs last month in an effort to combat widespread malnutrition, anaemia, and vitamin deficiencies.

Fortified Rice Meaning
During the rice fortification process, essential vitamins and minerals are added to the grain, enhancing its nutritious value. Essential components like vitamin A, vitamin B12, vitamin B1, iron, zinc, and folic acid are added during the fortification process.
To properly fortify rice nowadays, a variety of techniques are available. The selection of a specific technique for fortifying rice depends on local technological availability, personal preferences, and financial concerns. Here are the main fortification techniques now in use.
It is possible to utilize a micronutrient powder that can be mixed with rice and stick to the grains. Similar to this, rice can have its surface repeatedly sprayed with a mixture of vitamins and minerals that forms a barrier around the rice grains. They can be molded into a grain-like structure after being extruded from rice, giving them the appearance of being partially cooked and resembling rice grains. According to the recently released National Family Health Survey 2019–2021 (NFHS–5), 90% of children in the nation between the ages of 6 and 23 months did not consume enough nutritious food. Children older than 6 months but younger than 5 years old were found to be anaemic in over 67% of cases. Men aged 5 to 49 made up 25% of the anaemic population, but women in the same age range had a higher percentage at 57%.

Regaining the Lost Nutrients
Food processing results in the loss of a lot of nutrients. For instance, to create the commonly consumed white rice, the husk, bran, and germ are removed during the rice milling process. Fortified Rice Distribution Scheme
For a three-year period in 2019–20, the Government of India approved this programme to combat anaemia and the lack of micronutrients in the nation. The Integrated Child Development Services (ICDS) and Mid-Day Meal (MDM) Schemes have urged Food Corporation of India to create a comprehensive plan for the procurement and distribution of fortified rice in all districts of the nation from 2021–2022.
The new name for the mid-day meal programme is PM POSHAN. The distribution of fortified rice to the nation’s 112 specifically designated Aspirational Districts continues to get special attention. In the first stage of deployment, 15 districts across the nation will get Fortified Rice through the Public Distribution System, with a preference for one district per state.
