Analyzing a problem helps us solve it. First, we look at the factors that cause the problem. Then we look at the effects that result from the problem. A solution might remove some of the problems or some of the effects.

Problem-solution writing can help students think their way through problems and come up with ways to solve them. It helps turn students into critical thinkers and problem solvers, making life better for everyone.

Problem-solution essays are a common essay type, especially for short essays such as subject exams or IELTS . The page gives information on what they are , how to structure this type of essay, and gives an example problem-solution essay on the topic of obesity and fitness levels.

What are problem-solution essays?

Problem-solution

Problem-solution essays consider the problems of a particular situation, and give solutions to those problems. They are in some ways similar to cause and effect essays , especially in terms of structure (see below). Problem-solution essays are actually a sub-type of another type of essay, which has the following four components:

The 'situation' may be included in the essay prompt, in which case it will not be needed in the main body. If it is needed, it can often be included in the introduction, especially for short essays, as with the example essay below . The 'evaluation' may be included as part of the conclusion (also as in the example below), or omitted altogether, especially for short essays. For these reasons, problem-solution essays are more common than situation-problem-solution-evaluation essays (or SPSE essays).

There are two main ways to structure a problem-solution essay. These are similar to the ways to structure cause and effect essays , namely using a block or a chain structure. For the block structure, all of the problems are listed first, and all of the solutions are listed afterwards. For the chain structure, each problem is followed immediately by the solution to that problem. Both types of structure have their merits. The former is generally clearer, especially for shorter essays, while the latter ensures that any solutions you present relate directly to the problems you have given.

The two types of structure, block and chain , are shown in the diagram below. This is for a short essay, which includes the 'situation' in the introduction and 'evaluation' in the conclusion. A longer essay, for example one of around 1,000 words, with citations , would probably have these two sections as separate paragraphs in the main body.

Example essay

Below is a problem-solution essay on the topic of obesity and poor fitness . It uses the block structure . This will highlight not simply the paragraphs, but also (for problems and solutions) the thesis statement and summary , as these repeat the problems and solutions contained in the main body.

Consumption of processed and convenience foods and our dependence on the car have led to an increase in obesity and reduction in the fitness level of the adult population. In some countries, especially industrialized ones, the number of obese people can amount to one third of the population. This is significant as obesity and poor fitness lead to a decrease in life expectancy , and it is therefore important for individuals and governments to work together to tackle this issue and improve their citizens' diet and fitness. Obesity and poor fitness decrease life expectancy. Overweight people are more likely to have serious illnesses such as diabetes and heart disease, which can result in premature death. It is well known that regular exercise can reduce the risk of heart disease and stroke, which means that those with poor fitness levels are at an increased risk of suffering from those problems. Changes by individuals to their diet and their physical activity can increase life expectancy. There is a reliance today on the consumption of processed foods, which have a high fat and sugar content. By preparing their own foods, and consuming more fruit and vegetables, people could ensure that their diets are healthier and more balanced, which could lead to a reduction in obesity levels. In order to improve fitness levels, people could choose to walk or cycle to work or to the shops rather than taking the car. They could also choose to walk up stairs instead of taking the lift. These simple changes could lead to a significant improvement in fitness levels. Governments could also implement initiatives to improve their citizens' eating and exercise habits. This could be done through education, for example by adding classes to the curriculum about healthy diet and lifestyles. Governments could also do more to encourage their citizens to walk or cycle instead of taking the car, for instance by building more cycle lanes or increasing vehicle taxes. While some might argue that increased taxes are a negative way to solve the problem, it is no different from the high taxes imposed on cigarettes to reduce cigarette consumption. In short, obesity and poor fitness are a significant problem in modern life, leading to lower life expectancy . Individuals and governments can work together to tackle this problem and so improve diet and fitness . Of the solutions suggested, those made by individuals themselves are likely to have more impact, though it is clear that a concerted effort with the government is essential for success. With obesity levels in industrialized and industrializing countries continuing to rise, it is essential that we take action now to deal with this problem.

The Problem

After reading 143 illogical solutions, I realized I hadn’t really shown my students how to write an effective essay of this kind. I needed to be punished for not explaining the key principles of a problem/solution essay structure. I opened the wardrobe cabinet in my classroom, wedged my head in, and began opening and slamming the door until I passed out.

Dr. Phil was sitting at my desk when I awoke. “You need to teach problem/solution essay structure,” he said, “but not until you solve your own problem, crappy lesson plans.” Dr. Phil pulled a How to Write a Problem/Solution Essay lesson plan out of his bag, laid it on my desk, handed me a band aid, and disappeared.

ELA Common Core Standards

Teaching how to write a problem-solution essay satisfies the following common core standards.  This will impress your administrator, but bore your students.  I recommend simplifying the language when you write the objective(s) on the board.

Common Core Writing Standard 1 . Write arguments to support claims in an analysis of substantive topics or texts, using valid reasoning and relevant and sufficient evidence. Common Core Writing Standard 2. Write informative/explanatory texts to examine and convey complex ideas, concepts, and information clearly and accurately through the effective selection, organization, and analysis of content. W.9-10.4  Produce clear and coherent writing in which the development, organization, and style are appropriate to task, purpose, and audience. (Grade-specific expectations for writing types are defined in W.9-10.1-3.) W.9-10.5   Develop and strengthen writing as needed by planning, revising, editing, rewriting, or trying a new approach, focusing on addressing what is most significant for a specific purpose and audience. (Editing for conventions should demonstrate command of L.9-10.1-3.) W.9-10.7   Conduct short as well as more sustained research projects to answer a question (including a self-generated question) or solve a problem; narrow or broaden the inquiry when appropriate; synthesize multiple sources on the subject, demonstrating understanding of the subject under investigation. W.9-10.8   Gather relevant information from multiple authoritative print and digital sources, using advanced searches effectively; assess the usefulness of each source in answering the research question; integrate information into the text selectively to maintain the flow of ideas, avoiding plagiarism and following a standard format for citation.

Problem-Solution Essay Structure

For a problem/solution essay to work, it must present a clearly defined problem in the introduction , present and explain possible solutions in the body, and restate the problems and the benefits of the solution in the conclusion.

A successful problem/solution essay…

  • clearly states the problem and explains its significance.
  • explores all aspects of the problem, especially its causes and effects.
  • offers one or more solutions and how to implement those solutions.
  • uses supporting details : anecdotes, facts, examples, and statistics.
  • uses logic to persuade the audience.
  • explains what readers can do to solve the problem.

Problem-Solution Essay Procedures

Whether you assign it as a formal essay or a timed writing assignment, you can help students plan their problem/solution essay with the following tips:

  • Brainstorm problems. High school students are great at brainstorming problems. Teenagers are best at brainstorming problems about their school. Community, national, and international problems make for better essays with more capable classes.
  • Think about the problem. Jot down its causes and effects. Write down why it’s a serious problem that deserves attention.
  • Brainstorm solutions. Use a cluster map to discuss how the problem can be solved.
  • Evaluate potential solutions and eliminate impractical ones. Find the best solution by examining whether people will support it.
  • Identify the audience. Address the concerns of the essay’s most likely readers.
  • Research the facts. Find data and expert opinions to support your solution.

After solutions have been evaluated, researched, and organized, it’s time to draft. Use the following organization:

  • Identify the problem and explain its significance.
  • Explain causes of the problem, effects of the problem, and present data to support your assertions.
  • Address likely concerns.
  • Conclude by describing how to achieve the solution.

It could affect a wide range of people or be part of the discourse on an arcane and obscure aspect of computing.

In this type of essay, a problem is presented, and a solution is offered. 4 Components of a Problem Solution Essay

In a problem and solution essay, the following aspects must be included:  

  • The Situation: this opening part is where the foundation of the problem lies. It is not an introduction in the sense that you may be familiar with or an abstract that covers the entirety of your thesis. Rather, it is a short and straightforward briefing that will make a layperson familiar with the situation at hand.
  • The Problem: this part provides specifics of the problem. Detailed dissections of evidence take place here; we’ll summarise those later in the evaluation section. 
  • The Solution: this component covers push-back specific solutions you may encounter. Part of a correct answer is thinking of your opponents’ perspectives and ensuring that they address their assumptions and points.
  • The Evaluation: in this section, it is crucial to write with brevity and wit; this will make your position memorable. Readers will often remember the last part of essays they read, so make sure it represents a microcosm of your essay as a whole. 

These components are the essence of the structure required in a problem solution essay. The actual structure you will work with will require a finer granulation of sections. For instance, in the solution section, the critiques will also need to have a review applied, demonstrating their lack of applicability or irrelevance. 

Problem Solution Essay Outline

The best guide for a problem solution essay outline is the four components mentioned above. Cover the situation, the problem, the solution, and then evaluate both or all sides of the story. 

To drill down further into the outline, you should have an introduction that will set out your paper’s structure. Then you should present the situation. Keep this section free from emotive language. Use it to ensure the reader has all the facts, and imagine that you want everyone reading the paper to be on a level playing field in terms of knowledge and framing of the problem.

In the problem section, you must explain why there is a particular issue. At this point in your essay, ensure that you do not leave the door open to other causes of the problem. Find ways to make the problem something that the reader cares about and wants to solve, but beware of assuming the reader is on your side simply because you’ve said some things and made some points. 

Once the situation has been explained, and the problem elucidated, present your solution. It  should use evidence, and you should be able to explain how it directly relates to the question.  Don’t use ad hominem attacks or go polemic. Unravel the problem with your solution. Take it to step by step and keep your writing composed.

In the evaluation section, you should find your argument’s weaknesses and the views that find fault with your solution.

How To Find Solutions to Your Problems

You can find solutions to your problems by researching them; someone will have asked the question before, or one very similar to it. You can talk to your peers and even conduct polls on social media to gauge the public’s position on various solutions. 

Another way of finding solutions include flipping your perspective. Take the position of the other side and see the world through their gaze. By putting yourself in the opponent’s shoes, you can see weaknesses in your ideas and perhaps adjust them to take on more relevance to more people or factor in an aspect that you had overlooked.

Ultimately, the best way to find solutions is to read and read some more. Try looking in your library if you prefer books to the internet, but don’t leave Google out of it. Using the search engine correctly, you can dig up all kinds of books, papers, and presentations that will be very useful in your studies.

Problem Solution Essay Topics

The list of problem solution essay topics is very long. As mentioned earlier, the problem can be a local issue, affecting a specific demographic or being universal. Regardless of the topic you choose, there are another million waiting for an answer.

To start you off, the climate crisis is an excellent area for debate. 

  • How do we deal with stranded assets in the fossil fuel industry and financial sector? 
  • What should the laws be surrounding new cars run on petrol and diesel? 
  • How should electrification be carried out in developing nations? Is a carbon tax a viable way to reduce emissions? 

Other problem solution essay ideas might include social media’s effect on dopamine levels, gerrymandering in electoral districts, or the working week’s length.

An essay is a complex task to complete. That’s why it’s useful to break down the whole into several steps. 

Step one is to conduct some thorough research and planning. If you have free choice over the problem at hand, then start by brainstorming some groups you belong to and decide whether they’re officially mandated ones like a sports team or a club, or broader, like your sex, gender, nationality, or language grouping.

After this, jot down some issues in the groups. Are you struggling to manage the payment plan for your sports hall? Has there been an instance of bullying or shaming in your school? With the topic in mind, move onto research. 

When researching your topic, it’s always useful to remember that there is nothing new under the sun. It is almost definite that similar problems have arisen before, and most solutions already exist.

Then, conduct and compose a literature review on the topic. A literature review is an excellent addition to your essay as a standalone section. It helps to situate your issue within the world and builds relations to other similar problems. 

You may think you have nothing to say about the problem or find it hard to justify your opinion. Well, in the problem solution essay, your voice matters. Always try to back up what you’re saying through evidence and try not to stray into writing a polemic. Yet, passion and emotion are useful tools for framing the problem. Just try not to make these responses the whole essay.

As far as solving problems goes, you can use some general mechanics to come up with solutions. The following paragraphs will present some of these logical mechanics; feel free to use them in your writing:

  • Add something new: this solution works when something is lacking. The problem may be a lack of funding, equipment, or motivation. The assumed problem when using this angle of attack is that there is a lack of resources available. Concrete examples of this could include more teaching assistants in education, longer opening hours at a library, or more significant legislation to protect the environment.
  • Remove something: this is the inverse of the previous point. Inversing is a useful strategy for thinking about problems in general. If something is too crowded or too busy, it might be a solution to limit exposure to something and devise a solution. 
  • Education: learning is a more specific aspect of ‘adding something’; it presupposes that a lack of information and awareness is the cause of the problem. If people had this knowledge, the theory goes that the issue would disappear or reduce because people could make informed decisions and correct their behavior.
  • Enforcement: if something like school rules, or even the law, is being ignored, proper enforcement might be a solution. Enforcement has its own sets of problems. This angle is an excellent way to write an unfolding and varied essay as it requires lots of discussion around proper enforcement. Making people do things they don’t want to do is a tricky situation and is riddled with structural and psychological issues.
  • Compromising: proposing compromise through mediation or bi-partisan effort is another complex solution. To work effectively, it has to involve people who possess robust negotiation techniques. But settlements happen all the time, so they’re a powerful solution to many problems. It may be useful to learn about zero-sum and relative issues to argue this case correctly.
  • A change in leadership: leaders can become stale and cumbersome; they may get weighed down by responsibility and have a low tolerance for change. Although, many problems require systemic changes, such as the climate crisis. With an established leader in charge, progress could be slow as they may be blinkered by their position. In this case, they are proposing an election or vote of confidence as a solution that can break the deadlock and offer people a chance to voice their concerns through voting.

One could surmise that the problem and solution essay is an incredibly relevant style of writing. By dissecting an issue and coming up with solutions, you learn a skill that is useful in many careers and practices. But writing one effectively requires both passion and perseverance; writing about topics that move us, though letting the fire burn too brightly, can put readers off or lead them to ignore their blind spots. 

Follow the structures set out above and make sure to proofread your essays before submission. Finding a good editor is always a positive step; they can help to rephrase your words so that your argument comes across more fluently. 

Writing drafts is good practice, although not always possible due to time constraints. Ideally, you should work through two drafts before submitting a final piece; if the essay makes up a small part of your overall grade, adjust the drafting process accordingly.

The Loss of Things I Took for Granted

Ten years into my college teaching career, students stopped being able to read effectively..

Recent years have seen successive waves of book bans in Republican-controlled states, aimed at pulling any text with “woke” themes from classrooms and library shelves. Though the results sometimes seem farcical, as with the banning of Art Spiegelman’s Maus due to its inclusion of “cuss words” and explicit rodent nudity, the book-banning agenda is no laughing matter. Motivated by bigotry, it has already done demonstrable harm and promises to do more. But at the same time, the appropriate response is, in principle, simple. Named individuals have advanced explicit policies with clear goals and outcomes, and we can replace those individuals with people who want to reverse those policies. That is already beginning to happen in many places, and I hope those successes will continue until every banned book is restored.

If and when that happens, however, we will not be able to declare victory quite yet. Defeating the open conspiracy to deprive students of physical access to books will do little to counteract the more diffuse confluence of forces that are depriving students of the skills needed to meaningfully engage with those books in the first place. As a college educator, I am confronted daily with the results of that conspiracy-without-conspirators. I have been teaching in small liberal arts colleges for over 15 years now, and in the past five years, it’s as though someone flipped a switch. For most of my career, I assigned around 30 pages of reading per class meeting as a baseline expectation—sometimes scaling up for purely expository readings or pulling back for more difficult texts. (No human being can read 30 pages of Hegel in one sitting, for example.) Now students are intimidated by anything over 10 pages and seem to walk away from readings of as little as 20 pages with no real understanding. Even smart and motivated students struggle to do more with written texts than extract decontextualized take-aways. Considerable class time is taken up simply establishing what happened in a story or the basic steps of an argument—skills I used to be able to take for granted.

Since this development very directly affects my ability to do my job as I understand it, I talk about it a lot. And when I talk about it with nonacademics, certain predictable responses inevitably arise, all questioning the reality of the trend I describe. Hasn’t every generation felt that the younger cohort is going to hell in a handbasket? Haven’t professors always complained that educators at earlier levels are not adequately equipping their students? And haven’t students from time immemorial skipped the readings?

The response of my fellow academics, however, reassures me that I’m not simply indulging in intergenerational grousing. Anecdotally, I have literally never met a professor who did not share my experience. Professors are also discussing the issue in academic trade publications , from a variety of perspectives. What we almost all seem to agree on is that we are facing new obstacles in structuring and delivering our courses, requiring us to ratchet down expectations in the face of a ratcheting down of preparation. Yes, there were always students who skipped the readings, but we are in new territory when even highly motivated honors students struggle to grasp the basic argument of a 20-page article. Yes, professors never feel satisfied that high school teachers have done enough, but not every generation of professors has had to deal with the fallout of No Child Left Behind and Common Core. Finally, yes, every generation thinks the younger generation is failing to make the grade— except for the current cohort of professors, who are by and large more invested in their students’ success and mental health and more responsive to student needs than any group of educators in human history. We are not complaining about our students. We are complaining about what has been taken from them.

If we ask what has caused this change, there are some obvious culprits. The first is the same thing that has taken away almost everyone’s ability to focus—the ubiquitous smartphone. Even as a career academic who studies the Quran in Arabic for fun, I have noticed my reading endurance flagging. I once found myself boasting at a faculty meeting that I had read through my entire hourlong train ride without looking at my phone. My colleagues agreed this was a major feat, one they had not achieved recently. Even if I rarely attain that high level of focus, though, I am able to “turn it on” when demanded, for instance to plow through a big novel during a holiday break. That’s because I was able to develop and practice those skills of extended concentration and attentive reading before the intervention of the smartphone. For children who were raised with smartphones, by contrast, that foundation is missing. It is probably no coincidence that the iPhone itself, originally released in 2007, is approaching college age, meaning that professors are increasingly dealing with students who would have become addicted to the dopamine hit of the omnipresent screen long before they were introduced to the more subtle pleasures of the page.

The second go-to explanation is the massive disruption of school closures during COVID-19. There is still some debate about the necessity of those measures, but what is not up for debate any longer is the very real learning loss that students suffered at every level. The impact will inevitably continue to be felt for the next decade or more, until the last cohort affected by the mass “pivot to online” finally graduates. I doubt that the pandemic closures were the decisive factor in themselves, however. Not only did the marked decline in reading resilience start before the pandemic, but the students I am seeing would have already been in high school during the school closures. Hence they would be better equipped to get something out of the online format and, more importantly, their basic reading competence would have already been established.

Less discussed than these broader cultural trends over which educators have little control are the major changes in reading pedagogy that have occurred in recent decades—some motivated by the ever-increasing demand to “teach to the test” and some by fads coming out of schools of education. In the latter category is the widely discussed decline in phonics education in favor of the “balanced literacy” approach advocated by education expert Lucy Calkins (who has more recently come to accept the need for more phonics instruction). I started to see the results of this ill-advised change several years ago, when students abruptly stopped attempting to sound out unfamiliar words and instead paused until they recognized the whole word as a unit. (In a recent class session, a smart, capable student was caught short by the word circumstances when reading a text out loud.) The result of this vibes-based literacy is that students never attain genuine fluency in reading. Even aside from the impact of smartphones, their experience of reading is constantly interrupted by their intentionally cultivated inability to process unfamiliar words.

For all the flaws of the balanced literacy method, it was presumably implemented by people who thought it would help. It is hard to see a similar motivation in the growing trend toward assigning students only the kind of short passages that can be included in a standardized test. Due in part to changes driven by the infamous Common Core standards , teachers now have to fight to assign their students longer readings, much less entire books, because those activities won’t feed directly into students getting higher test scores, which leads to schools getting more funding. The emphasis on standardized tests was always a distraction at best, but we have reached the point where it is actively cannibalizing students’ educational experience—an outcome no one intended or planned, and for which there is no possible justification.

We can’t go back in time and do the pandemic differently at this point, nor is there any realistic path to putting the smartphone genie back in the bottle. (Though I will note that we as a society do at least attempt to keep other addictive products out of the hands of children.) But I have to think that we can, at the very least, stop actively preventing young people from developing the ability to follow extended narratives and arguments in the classroom. Regardless of their profession or ultimate educational level, they will need those skills. The world is a complicated place. People—their histories and identities, their institutions and work processes, their fears and desires—are simply too complex to be captured in a worksheet with a paragraph and some reading comprehension questions. Large-scale prose writing is the best medium we have for capturing that complexity, and the education system should not be in the business of keeping students from learning how to engage effectively with it.

This is a matter not of snobbery, but of basic justice. I recognize that not everyone centers their lives on books as much as a humanities professor does. I think they’re missing out, but they’re adults and they can choose how to spend their time. What’s happening with the current generation is not that they are simply choosing TikTok over Jane Austen. They are being deprived of the ability to choose—for no real reason or benefit. We can and must stop perpetrating this crime on our young people.

One of the most alarming developments across the United States in recent years has been the growing mental health crisis among children and adolescents.

The already dire situation is evolving 2024 already presenting a new set of challenges that Vicki Harrison, the program director at the Stanford Center for Youth Mental Health & Wellbeing , is closely monitoring and responding to.

Stanford Report sat down with Harrison to find out what concerns her the most about the upcoming year. Harrison also talked about some of the promising ways she and her colleagues are responding to the national crisis and the importance of bringing the youth perspective into that response.

Challenging current events

From the 2024 general election to evolving, international conflicts, today’s dialed-in youth have a lot to process. As teens turn to digital and social media sources to learn about current events and figure out where they stand on particular issues, the sheer volume of news online can feel overwhelming, stressful, and confusing.

One way Harrison is helping teens navigate the information they consume online is through Good for Media , a youth-led initiative that grew out of the Stanford Center for Youth Mental Health & Wellbeing to bring teens and young adults together to discuss using social media in a safe and healthy way. In addition to numerous youth-developed tools and videos, the team has a guide with tips to deal with the volume of news online and how to process the emotions that come with it.

Harrison points out that the tone of political discourse today – particularly discussions about reining in the rights a person has based on aspects of their identity, such as their religion, race, national origin, or gender – affects adolescents at a crucial time in their development, a period when they are exploring who they are and what they believe in.

“If their identity is being othered, criticized, or punished in some way, what messages is that sending to young people and how do they feel good about themselves?” Harrison said. “We can’t divorce these political and cultural debates from the mental health of young people.”

Harrison believes that any calls for solving the mental health crisis must acknowledge the critical importance of inclusion, dignity, and respect in supporting the mental health of young people.

Talking about mental health

Adolescence is a crucial time to develop coping skills to respond to stressful situations that arise – a skill not all teens and youth learn.

“It hasn’t always been normalized to talk about mental health and how to address feeling sad or worried about things,” Harrison said. “It’s not something that all of us have been taught to really understand and how to cope with. A lot of young people aren’t comfortable seeking professional services.”

The Stanford Center for Youth Mental Health & Wellbeing is helping young people get that extra bit of support to deal with problems before they get worse.

This year, they are rolling out stand-alone “one-stop-shop” health centers that offer youth 12-25 years old access to a range of clinical and counseling services with both trained professionals and peers. Called allcove , there are three locations open so far – Palo Alto, Redondo Beach, and San Mateo. More are set to open across the state in 2024.

“If we can normalize young people having an access point – and feeling comfortable accessing it – we can put them on a healthier track and get them any help they may need,” Harrison said.

Another emerging issue Harrison is monitoring is the growing role of social media influencers who talk openly about their struggles with mental health and well-being.

While this is helping bring awareness to mental health – which Harrison wants to see more of – she is also concerned about how it could lead some teens to mistake a normal, stressful life experience for a mental disorder and incorrectly self-diagnose themselves or to overgeneralize or misunderstand symptoms of mental health conditions. Says Harrison, “We want to see mental health destigmatized, but not oversimplified or minimized.”

Eyes on new technologies

Advances in technology – particularly generative AI – offer new approaches to improving teen well-being, such as therapeutic chatbots or detecting symptoms through keywords or patterns in speech.

“Digital solutions are a promising part of the continuum of care, but there’s the risk of rolling out things without the research backing them,” Harrison said.

Social media companies have come under scrutiny in recent years for inadequately safeguarding young adult mental health. Harrison hopes those mishaps serve as a cautionary tale for those applying AI tools more broadly.

There’s an opportunity, she says, to involve adolescents directly in making AI applications safe and effective. She and her team hope to engage young people with policy and industry and involve them in the design process, rather than as an afterthought.

“Can we listen to their ideas for how to make it better and how to make it work for them?” Harrison asks. “Giving them that agency is going to give us great ideas and make a better experience for them and for everyone using it.”

Harrison said she and her team are hoping to engage young people with policy and industry to elevate their ideas into the design process, rather than have it be an afterthought.

“There’s a lot of really motivated young people who see potential to do things differently and want to improve the world they inhabit,” Harrison said. “That’s why I always want to find opportunities to pass them the microphone and listen.”

Applying for student aid

Most days, Vanessa Cordova Ramirez wakes at 6 a.m. to take care of her little brother, walk the puppy, make breakfast, and tidy up her family's Queens apartment before heading to school.

She's a planner. Otherwise, the 17-year-old says, she couldn't manage schoolwork, extracurriculars, two jobs, and family responsibilities. "Life is a little hectic," she admits.

Cordova Ramirez is in her final semester at Williamsburg Preparatory High School, and already has acceptances from all five of her top college choices. Location – a college near her family in New York City – was top priority, she says. But next on the list? Affordability. In order to make this dream come true she needs federal financial aid and scholarships.

It's a moment she's been planning for years. But last month, when Cordova Ramirez and her mom sat down with a counselor to fill out the FAFSA, the form that will determine how much assistance she'll receive, all they got was an error message.

"They don't have any solutions for us"

Her family is not alone. This rejection has been a common error for students with parents who don't have a Social Security number, says Kristin Azer, a college counselor at Williamsburg Prep.

In reporting this story, NPR spoke with families, counselors and advocates who shared similar problems. Among those impacted are permanent residents, green card holders or undocumented parents without a Social Security number.

The 4-6 week FAFSA delay comes at a crucial time for high school seniors

Since the form opened in January, Azer, Cordova Ramirez and her mom have tried to complete the online application more than 20 times. Each time, they get the same error message, directing them to a phone number for any questions.

"We've called the number. They don't have any solutions for us," says Azer. When they call, they get an automated message that provides old and outdated information. When she's lucky enough to get a live person on the line, often after waiting on hold for hours, they tell her to try filling out the form again later.

"Do you understand how frustrating that is?" she says. "You act like we have all the time in the world to just sit down and be like 'Ah, time to apply for the FAFSA right now."

Following NPR's reporting, the U.S. Education Department said it was aware of the problem and that staff were meeting daily to resolve it. They recommended that students with parents who aren't citizens should wait to fill out the form online, but were unable to provide any timeline for the fix.

It's the latest in a series of problems with the FAFSA this year . The form rolled out months late , setting colleges scrambling to get financial aid packages out in time. Even with the extra time to get it correct, NPR reported recently on a technicality the department overlooked – potentially costing students almost $2 billion.

The implications of this latest problem are huge, preventing families from getting essential access to money for college, or even making informed enrollment decisions about how much a college education will cost them.

In the meantime, there have been troubling reports of potentially risky workarounds – like asking students to take photos of their parents' passports and email them to the Ed Department.

"First of all, that assumes [the parents] have one," says Bill Short, who runs a scholarship program for first-generation students at Saint Lawrence University in Canton, N.Y. Beyond that, he adds, it raises serious concerns about online privacy:

"Emailing a sensitive document like that is about as insecure as it gets. You might as well make [the required paperwork] into a paper airplane and toss it out the window."

The long wait continues

The Education Department did not respond to repeated requests for comment on the timetable for a fix, or about the reports of families being told to send photos of their passports through email.

In past years, the general guidance with FAFSA has been for students to complete it as soon as possible. Amid the current delays, some universities have pushed back enrollment deadlines from the usual May 1 to June 1, while others have made their deposits refundable.

Meanwhile, the frustrations are mounting for students and their families as they watch "everybody else get a head start on you," says Short.

"You're still standing in the starting line waiting for someone to say, 'OK, now you can go,' " he adds. "Your perception is: 'By the time I finally get there, they're going to cross the finish line, and the money's going to be gone.' "

Cordova Ramirez feels that frustration deeply.

"I have done everything," she says. "I've taken the extracurriculars. I've tried to make a good application for myself for colleges to be like, 'Yes, that's someone we want.'"

Every day, she asks herself the same questions, over and over: "Am I going [to college] now? Am I going to the school that I want? Am I going to pursue the career that I want? Am I going to be something in life?"
